00:00President Ferdinand R. Marcos Jr. will celebrate the anniversary of the Department of Social Welfare and Development today.

00:08At the same time, it will launch the Harmonized Electronic License and Permit System, or HELPS,

00:14an online system that will speed up the registration and licensing of Social Welfare and Development Agencies, or SWADA.

00:24Under the DSWD HELPS, it will be faster to obtain travel clearance for minors who will travel abroad.

00:33The system also encourages more strict surveillance against child trafficking.

00:39This is part of the PBBM's directive to make the government's services digital

00:45so that public assistance can be delivered more effectively.
