Ouvrière dans une usine de textile, Norma Rae lutte pour l'amélioration des conditions de travail. Depuis la mort de son mari et le départ de son ami, elle élève seule ses enfants. Par hasard, elle fait la connaissance de Reuben Warshowsky, délégué syndical de l'Union américaine des travailleurs du textile. Séduite par cet homme humble et plein de volonté, elle lui propose de l'aider à recruter des militants. Dans l'usine, son action n'est pas appréciée.
