00:00There's a lot of chaos right now around kind of what is the future of the agency.
00:05It's important to remember that USAID was chartered by Congress.
00:09It's an established organization and agency within the U.S. government,
00:13and it actually does not—the president doesn't have the ability and the legal authority to just abolish it.
00:19And so what you heard yesterday was Secretary Rubio saying that he is now the head of USAID
00:25and that their plan is to bring it inside of the U.S. State Department
00:30and perhaps abolish parts of it, perhaps keep other parts of it.
00:34It's really deeply unclear, and it's actually set up a major constitutional challenge
00:38for the Congress and the presidency at this point.
