00:00In the middle of the campaign of the Commission on Elections against the sale of votes,

00:05Paul Body issued a resolution for the implementation of a warrantless arrest

00:10in the event of an actual involvement in vote buying and selling.

00:14Luis Erizpe is in the center of the news.

00:18There is no doubt in the hands of the law that those who will be arrested for vote buying

00:23or buying votes on the day of election

00:26This is in accordance with the resolution of the Commission on Elections

00:30that will immediately arrest anyone who buys or sells votes,

00:35including those who abuse the government's funds.

00:39In the resolution No. 11104 issued by the Commission,

00:43it is explained here that even if there is no warrant,

00:46as long as it is caught in the act of buying votes,

00:49the police can immediately arrest and bring it to the precinct.

00:53The police will also confiscate the money that is possibly used for vote buying,

00:58including sample ballots, campaign materials,

01:01or any other amount given to the court for the use of any right to file a case.

01:08The Comelec implemented the same resolution during the Barangay and SK elections in 2023

01:14and it will be implemented again during the midterm elections.

01:18Meanwhile, the same resolution also includes the provision that there will be a 10-day bailout

01:26before the vote on May 12.

01:27The mentioned programs for the distribution of aid are the DOLE, ACAP, AICS and 4Ps of the DSWD.

01:36Any candidate or even the spouse and relative of the candidate

01:40who will be distributed within May 2 to May 12 will be released in court for vote buying.

01:46All kinds of aid will be banned for 10 days before the election.

01:50At the moment, AICS is the only aid that will be banned for 10 days before the election.

01:56However, the committee led by Commissioner Ernesto Ferdinand Maceda

02:00is urging that all kinds of aid will be banned.

02:04The Comelec also reminded the ruling spending ban on March 28

02:09that even if the government's aid programs have been exempted,

02:13if it will be abused by any candidate, they can still revoke the exemption.

02:18There is no exemption from May 2 to May 12 because of the aid ban.

02:22As for ACAP, they are still waiting for the guidelines of the program from the DSWD to exempt it.

02:30We can approve the distribution of ACAP during the campaign period of 45 days before the election,

02:37but that is conditional.

02:39If we do not submit the requirement that we are asking for,

02:43its implementation will not be effective.
