00:00First of all, I would like to inform you that the government is committed to make a move to this Act 711.
00:12The meeting of the Special Cabinet Authority on Anti-Corruption,
00:16Article 17, Section 1, 2023 is known as the Special Cabinet Authority of the Tata Culinary National.
00:22On 6 July 2023, it was announced by you, Mr. Prime Minister,
00:26that the government has agreed that the Legislation Department
00:30has proposed an amendment to the Act of Protection of Information Providers 2010,
00:36also known as Act 711.
00:38Mr. President has also given his commitment to the amendment of this Act in this noble court.
00:45So far, there have been 20 sessions of the Special Cabinet Authority on Anti-Corruption,
00:49as well as 6 sessions of the Development Banking and Infrastructure Departments have been held,
00:55with various important parties, such as government agencies,
00:58major power agencies, and non-governmental bodies.
01:02There is a need to improve based on the best practice from other countries,
01:07including from the aspect of the use of laws related to difficult and confidential matters,
01:11mechanisms of cancellation, protection provided,
01:14and protection to power agencies that are forced to disclose the identity of the informant.
01:20Throughout the efforts to improve, to strengthen the function of this Act 711,
01:26various answers are important to be received from government agencies and non-governmental bodies.
01:33As an example, among the parties involved to provide views,
01:36such as the Centre to Combat Corruption and Cronyism, CIFOR,
01:40Raswa Bastas Transparency International, Majlis Peguam,
01:43CSO Platform for Reform,
01:45and various other aspects to be considered in this transition process.
01:50In addition to that, several basic suggestions are being considered to be raised,
01:55and I hope that God willing, in the upcoming Cabinet meeting,
02:00in the discussion of basic suggestions to get certainty,
02:04so that God willing, it can be brought to this session, if approved by the Cabinet.
02:09Among the suggestions that will be brought,
02:11the first is the provision of Provisional Amendment under Section 6,
02:15under Act 711,
02:17to avoid violation of other Acts,
02:20and to prevent the violation of unlawful conduct,
02:23without restriction under other existing laws.
02:26The second is the improvement of Section 11,
02:29Act 711,
02:30to stipulate the cancellation of protection to informants.
02:34Under protection, it can be continued,
02:36if the violation is made on the basis of pure heart and good faith,
02:40and does not involve any personal interest.
02:43The third is the purification and maintenance of Section 8,
02:47through the introduction of new provisions,
02:49to ensure that the agencies can carry out investigations effectively and efficiently,
02:54without violating existing provisions.
02:56The fourth is the introduction of the Standard Provision Scale,
02:59in accordance to facilitate the process of provision,
03:02provision to informants.
03:04The fifth is the provision of protection to informants,
03:07from a physical perspective,
03:09through the use of the witness protection program,
03:12under the Witnesses Protection Act 2009,
03:15Section 696.
03:17And finally,
03:18the provision of the development of the task force,
03:20to facilitate the development of centralized agencies,
03:25which involves the function of investigation and evaluation of unlawful conduct,
03:30for the implementation of protection to informants.
