00:00President Ferdinand R. Marcos Jr. held four important activities during his visit to Cebu today.

00:07Governors of Visayas Region also gave their support to the administration.

00:13Details on the change of country of Jesse Atienza of PTV Cebu.

00:20At 9 in the morning, the airplane of President Ferdinand R. Marcos Jr.

00:27arrived at the Brigadier General Benito Ebuen Air Base.

00:30He was immediately greeted by Presidential Assistant for the Visayas,

00:34Undersecretary Terrence Calatrava, and officials of the PNP and the Philippine Air Force.

00:40President Ferdinand R. Marcos Jr. was watched by 4,000 lawyers from the public and private sectors

00:47for the 20th National Congress for Lawyers

00:51organized by the Integrated Bar of the Philippines every two years

00:55where the legal community's strong foundation and all can be guided

01:00especially the young lawyers in their profession.

01:04Equally pressing is the existential challenge of our time and that is climate crisis.

01:11This is no longer an abstract threat that is spoken about at the high levels of science.

01:18It is a reality that jeopardizes the very survival of future generations.

01:24Your field plays a vital role in this endeavor,

01:28crafting and upholding stronger environmental policies that protect our shared home,

01:35developing the concept of environmental justice.

01:41By doing so, you safeguard the rights of today

01:45and preserve the dreams and dignity of those that will follow us.

01:51Strengthening the legal profession, however, demands more than responding to crises.

01:56It also requires reinforcing your field's very foundations, education, continuous learning.

02:03The next generation of lawyers must be prepared to meet the challenges of this ever-changing world.

02:09And so, the 3,962 new lawyers, welcome to the front lines of justice.

02:17Your journey begins now.

02:19In his speech, the President cried out that there are no blank items in the 2025 General Appropriations Act.

02:27This is in the midst of those who question the claim that there are blank items.

02:32Just last month, I had to read 4,057 pages of the General Appropriations Act for 2025.

02:44Because I reviewed it, analyzed it, and yes, in parts, vetoed it.

02:50And so, for those of you, and up to now, I cannot find those damned blank items.

02:57We'll keep looking, we'll keep looking, but I don't, I really am convinced that they simply do not exist

03:03because it is not allowed to exist.

03:05According to President Ferdinand R. Marcos Jr., he believes that their fight for the case is strong.

03:11I've read some of the filing, the complaint.

03:15Well, the Solzhen, of course, will be the ones who will argue for the government.

03:20And he tells me, Solzhen Maynard tells me that we are on a solid footing in terms of constitutionality.

03:33I don't know why they bothered to file that because their assertion is very difficult.

03:40It clearly doesn't, well, anyway, it's not for me to make the argument.

03:45We'll let the Solzhen make the argument before the Supreme Court.

03:48And we're very confident that our case is strong.

03:51The President also visited the local government officials of the province of Cebu

03:57in the presence of Cebu Governor Gwen Garcia,

03:59who issued a Manifest of Support to the administration of President Ferdinand R. Marcos Jr.,

04:05as well as the governors of Visayas region,

04:08who also expressed their support for the new Philippines of Punong Ejecutivo.

04:13It's a huge thing for us because, you remember, I ran under the flag of unity.

04:20And we have seen, and I think this is something that the local governments immediately recognize,

04:28that we can really get very much done if we work together.

04:33If we fight, if we fight, if we oppose, if we block,

04:38if we look for ways to block so that we can get political points,

04:44nothing will really happen to us.

04:46So we should put those attempts to one side and stay together.

04:51And this is a big, big block.

04:54This is the Visayas block.

04:56And with them as our partners in the national government,

05:01there's so much that we can do.

05:03And I'm very grateful to all the governors of Region 6, 7, and 8

05:10for their expressions of support.

05:13It is a very, very important part of our nation building.

05:17We know that, at the very least, here in Visayas,

05:23we can hope that we can help for the programs that the government is bringing.

05:31President Ferdinand R. Marcos Jr. also agreed to the inauguration of the alternate runway

05:37of Mactan-Cebu International Airport

05:40in response to the rising airport traffic demand in Paliparan,

05:45which will help maintain the sustainable operation of Paliparan.

05:50The Executive Board also visited the Regional Development Council Region 7 meeting

05:56where the important projects for Central Visayas were discussed.

06:01Cebu is one of the largest areas for public investment.

06:06So it is—well, we had a discussion today in the RDC.

06:15There are several major projects in the city.

06:17There are several major projects in the province,

06:21both in terms of connectivity, of physical connectivity,

06:25in terms—we also talked about AGRI.

06:28We talked about AGRI.

06:29Maybe we will have a program to help the government,

06:36the local governments,

06:38the national government to lower the price of rice.

06:43We had a lot of discussions.

06:45There are several infrastructure projects that are ongoing.

06:55And here, there are big ones.

06:58Because what is different in Cebu,

07:00Cebu tends to take on the smaller projects.

07:04The province is doing it.

07:06So everyone who goes to Cebu,

07:09most who go to Cebu for projects are very significant

07:13and legacy projects that are a priority of the national government

07:19in the socio-economic plan.
