00:34Comalec said that the schedule of their preparations is already set.

00:40They will have enough time to explain to the regents the importance of parliamentary elections in their place.

00:49Even though the President has not yet certified the bill to postpone the BARMM parliamentary elections,

00:56as early as last year, we ordered the Printing Committee to set aside printing until the BARMM parliamentary elections are discussed.

01:06We have until May, June, July, August, September, and October, the second week, to prepare for the BARMM parliamentary elections.

01:18If that's enough or not, it's enough.

01:20Even though the bill already includes how the seven parliamentary districts in BARMM

01:27that should be held in Sulu should be divided to complete the 80 district representatives,

01:32Comalec is also preparing to issue a new Certificate of Candidacy in the region.

01:38They need to amend the Election Code, the Administrative Code, the Local Government Code,

01:44and they need to pass a law that will distribute the seven.

01:47Hopefully, we will be able to accept the COC this June.

01:50And then we will have to print the ballots by July, August.

01:56Because remember, this is a new reprinting of the ballots.

01:58But Comalec said that it still needs to be clear in the law

02:02if the BARMM parliamentary elections will be held as special elections

02:07or it will just be a coincidence of national and local elections.

02:11If it's special elections, they will need to ask for P2.5 billion in additional funds from the government

02:19and a long process of bidding for the automated elections.

02:23But if it's just a coincidence of midterm elections,

02:26Comalec will only spend P2.3 million in printing the ballots

02:31and additional P2,000 for the teachers who will make the votes.

02:37If this is a separate election, there will be a new procurement for all of that.

02:41Procurement is very difficult. It takes up to two months.

02:44We don't have enough time for the procurement if that happens.

02:48But if this is a continuation of national and local elections,

02:51it means that we can just amend the procurements that we bought.

02:56For now, because the bill was approved and the Urgent Bill of President Ferdinand R. Marcos Jr. was certified,

03:04Comalec will not print the ballots for the parliamentary elections.

03:09For now, they will print the ballots for the national and local elections that will be held on May 12.
