Co-Chairman Of Leh Apex Body Lakrook On Ladakh's Future: Talks On Recruitment, Statehood, Hill Councils

In an interview with ETV Bharat's Rinchen Angmo Chumikchan, Chering Dorjey Lakrook discussed employment issues and clarified Ladakh's recruitment policies, including a 15-year domicile requirement.

00:11As you all know, yesterday on January 15th, MHA had its second round of talks.

00:17We will ask him about the outcomes and the topics discussed.

00:23Sir, we had our second round of talks on January 15th.

00:27What were the outcomes and what were the topics discussed?

00:32Since the establishment of LADAG-UT, there has been no recruitment in the government administration.

00:42We have discussed this in great detail.

00:46We had discussed this issue in the first round as well.

00:52It was almost sorted out.

00:55However, there were some things that were left unresolved in this meeting.

01:00For example, 95% reservation had already been done.

01:06However, it was not cleared on domicile.

01:10This time, the domicile has also been cleared.

01:13The government said 15%, we said 20%.

01:17If any of you are in LADAG-UT, it will only be for a job.

01:21Anyone can come and participate.

01:24If you have been in LADAG-UT for 15 years, you can participate.

01:32As far as cadres are concerned,

01:36when there will be recruitment, which cadres will you go to?

01:39Will you go to LADAG-UT cadres, J&K cadres or DENIX cadres?

01:44We said that our first preference would be LADAG-UT's separate cadres.

01:52If that is not possible, then we will club with J&K for cadres.

01:59However, we completely rejected DENIX.

02:08In our discussion yesterday,

02:11we said that if we give the Legislative Assembly to LADAG-UT,

02:16then we will dissolve the Hill Council.

02:20Our Chief Executive Counsellors from Leh and Kargil did not object to this.

02:28We have 30 counsellors from Leh and 30 counsellors from Kargil.

02:34What will happen to them?

02:36How many seats will we get in the Assembly?

02:40How will we be represented?

02:43There was no serious discussion on this.

02:46But the government said that if you ask for a statehood,

02:53then what will happen to both the councils?

02:56We said that the council is not that important for us.

03:01Even if the council is not there, we have no objection.

03:06Both the CECs were there.

03:09They said that we can sacrifice this for LADAG-UT.

03:14We can leave our seats.

03:16For example, if both the councils are removed,

03:24then MLAs will replace the councillors.

03:28Then there will be a separate delimitation.

03:31And the number of seats will be decided by the government.

03:37I think there should be at least 30 seats.

03:41Sir, there has been a discussion on the Nautor land.

03:47How was the discussion on that?

03:50That was not part of our agenda.

03:53That was announced by the government.

03:55There was no discussion.

03:57We did not discuss it.

03:59The government said that the problem in Nautor,

04:02the people of LADAG,

04:04could not build a commercial or residential house on it.

04:08The government stopped the registration.

04:12They have removed it.

04:14They informed us.

04:16There was no discussion.

04:20Maybe the government is issuing an order.

04:23If we talk about recruitment,

04:25there has been no recruitment in the last 6 years.

04:28Not a single post has been advertised about Gazette.

04:32What has been discussed in this?

04:36Regarding recruitment,

04:38our third round of talks,

04:40which is going to happen on 15th February,

04:43they say that all posts will be advertised.

04:48What is this?

04:50It can be advertised.

04:52The recruitment rules of the departments that have been created,

04:57it can be advertised.

04:59Earlier they said that they will start technical post,

05:06engineers, doctors,

05:08or any other post.

05:10It has to be done through UPSC.

05:13They can do it whenever they want.

05:15But the recruitment rule should be made.

05:22If we come back to the 4-point agenda,

05:27the 6th schedule is a part of our agenda.

05:32How many discussions have taken place regarding this?

05:35How much time will it take to address this?

05:38What do you have to say about that?

05:40There has been no serious discussion about this.

05:43The government has indicated that the 6th schedule is a bit difficult.

05:50You have a problem eating mangoes,

05:53not counting your stomachs.

05:55They have said that they will provide support in a different way.

05:58We have said that we are open for that.

06:01But there is a condition.

06:03If the government accepts the demand of our legislature,

06:08then we can discuss the other issue,

06:10which is the issue of our 6th schedule.

06:15But if we do not get the legislature,

06:21then we will say that we should not get the 6th schedule.

06:27How long has the 2nd round of talks been?

06:32How satisfactory has it been?

06:34Has it been more or less than we expected?

06:38No, it has not been more.

06:40It has been on the expected lines.

06:42There were some things that were left out.

06:46There was more clarity in that this time.

06:49There was also a decision that if there is no recruitment for 5 years,

06:56then the children whose age is over will get relaxation for 5 years.

07:05That has also been discussed in this.

07:08In the 3rd round of talks,

07:10which is tentatively scheduled for February 15,

07:13what discussions will be more focused on?

07:16Your KDA and EPICS?

07:18In that, I think the caterer issue should be solved.

07:23After that, we will talk about our main issues,

07:27which is the 6th schedule.

07:30Sir, I have one more question.

07:32Why is it taking so long to address the 4-point agenda?

07:40It takes time because a lot of things have to be discussed one by one.

07:45For example, yesterday's meeting was mostly about recruitment.

07:51But there was a discussion for 2.5 hours.

07:55So it takes time.

07:57If you remember, when we were negotiating with the government for the Hill Council,

08:03we negotiated with the government for 5-6 years from 1989 to 1995.

08:09So it takes time.

08:11People should be patient.

08:15Things don't get sorted out so quickly.
