00:00To reduce rush hour traffic, the MMDA will recommend to the President to allow all government officials to enter Metro Manila earlier.
00:09Like in other municipalities, it will be from 7 in the morning until 4 in the afternoon.
00:14Joseph Moro has the final say.
00:20More than half a million government officials are entering their jobs in Metro Manila every day.
00:26According to the MMDA, most of the public vehicles are driving.
00:31Usually, it's from 8 in the morning until 5 in the afternoon for those working in the government.
00:37Their journey to and from work is included in the MMDA's rush hour schedule,
00:42where the majority of people are on the main roads in Metro Manila,
00:46from 7 to 8 in the morning and 5 to 6 in the afternoon.
00:51It's okay for us to enter, but it's too crowded to go home.
00:55Last May, the Metro Manila Council and the MMDA tried to allow local government officials to enter Metro Manila earlier
01:04from 8 a.m. to 5 p.m.
01:06It was done from 7 a.m. until 4 p.m.
01:08They found that 10 percent of the rush hour was reduced
01:13and the journey was 20 percent faster than the roads near and around the LGUs.
01:19Although, only a few of the main roads in Metro Manila were changed.
01:24But for the LGUs who did this, it's a favor for them to maintain it.
01:29The rush hour of City Hall is less now compared to the rush hour of schools.
01:39Most of the transactions in City Hall are done in the morning.
01:42Employees are used to entering from 7 to 4.
01:50That's why rush hours and peak hours are less.
01:56It's easier for them to go home.
01:58For me, there are only a few of us left who are employed.
02:03Five of us.
02:04Because I have to enter at 8 a.m.
02:08The MMDA explained why it's only allowed to enter from 7 a.m. to 4 p.m.
02:14due to the traffic.
02:16Because we are not included in all the NGAs.
02:20If all the National Government Agencies will implement the 7 to 4,
02:27that's where you can really feel the good effect of it.
02:32The MMDA now wants to do the 7 a.m. to 4 p.m. schedule of work
02:37of the National Government Agencies in Metro Manila.
02:41The MMDA's target is to submit the recommendation to the President
02:45before March when the rehabilitation of some parts of Elsa will start
02:50which is expected to be affected by the traffic.
02:53The MMDA will just wait for the recommendation of several LGUs
02:57before submitting the recommendation to the President.
03:007 to 4 is better for me.
03:02It avoids the traffic.
03:03For me, it's not because I'm far away.
03:05I'll be delayed more.
03:06It's too early.
03:07It's hard to wake up.
03:09For GMA Integrated News, Joseph Morong,
03:11for 24 Hours.
