05:57of agriculture, of electric energy, power supply, of transport, the town hall of Caracas,
06:13the ministry of indigenous people, the ministry of women, applause to these women, the ministry
06:41of mining development and ecology, of cement, those workers, I know them very well, from

08:08We need to organize the fighting forces of the Bolivarian militia.
08:20The concept of militia comes from a long time ago, generals and admirals reviewing some
08:33books I discovered, the history of the armed forces of Venezuela in the 19th century that

09:10They went by foot to the highest hills to defeat the Spanish empire that believed itself

09:39history of the 19th century with the victory of Junín, the victory of Ayacucho, we are
09:45the heirs of Ayacucho, of Junín, of the United Liberator Army, we are the United Liberator
09:52Army of the 21st century.
09:58And in this book, the first page I opened, this is a copy of the book because the original
10:08book is too old, this is an edition of the 60s, we are completing a team of historians
10:22to build the history of the military forces of Venezuela, military strategies and military
10:32achievements from Guaycal Puro to the Bolivarian Revolution, to write all the historic legacy
10:40of what we are.
10:41On the first page I opened, this was, I believe, in meetings I held in December, the first
10:51pages I opened of this book, I saw the decree of the Liberator Simón Bolívar, January 7th, 1825.
11:07Two hundred years later, the same day, here, under this sky, the first thing the Liberator
11:30did after the victory of Ayacucho was decreeing the popular militia of Peru, I decreed the
11:39president of the Republic of Colombia and in exchange of the dictatorial power of Peru,
11:45January 7th, 1825, Article 165, the Article 165 of the Constitution that part of militia
12:02and part of the armed forces permanent for the defense of the security of the Republic,
12:07I have decreed it.
12:12If you have ears, let's hear history two hundred years after this decree is alive in the territory
12:27of the Republic.
12:28I decree in each capital and department of the Republic, a force of infantry will be
12:39set with the denomination of civil militia and he creates militias neighborhood by neighborhood,
12:53department by department. After the victory of Junín and Ayacucho, South America was
13:05liberated from the imperial Spanish army. His first thinking was arming the people as
13:14part of the armed forces that was the United Liberator Army, the people, called civil
13:24militia, today empowered people, popular power with the weapons at their hands, defending the

13:50it, exactly on January 7th, two hundred years after, we are vindicating the spirit and the
13:58order of the Liberator's Mom Bolivar to consolidate the independence of Peru and the whole American
14:08homeland, our homeland. Times of glory we lived that today we are living. Venezuela wants peace,
14:21tranquility, stability. In recent days and recent hours, in social media, threats have
14:36risen against the people of Venezuela. The oligarchy, psychopath oligarchy, last names
14:47in their desperation go to the north, believing that they can get the strength they don't have
15:02here. Believing also that the people of Venezuela is going to be afraid because they are taking
15:16pictures of themselves in the north. You are slaves of the North American empire, but here
15:22the people of Venezuela is decided to be free, independent, sovereign, and defend its right to
15:28peace, its right to future. Don't mess with Venezuela. Yesterday I revealed some figures.
15:42While all of you were partying in Christmas and enjoying with the family and communities,
16:00sharing gifts with children, 14 million toys were delivered to the children of Venezuela
16:11in every community, even the most humble, to the children of the people. As we enjoyed,
16:22we were taking care of peace. These uniformed men you see here, the military staff of Venezuela,
16:32along with the people, along with the security forces of the country, were activated, and I was
16:44activated, 24 hours a day to grant you peace. The months of November and December, the psychopathic
16:58fascism, the psychopath, fascist, toxic, deceased by violence, had plans with foreign mercenaries
17:13to fill the country with bombs and carry out terrorist attempts against leaders of the
17:21revolution, to try to raise conflicts to damage your Christmas, but we didn't allow it. Only
17:34between November and December, 125 foreign mercenaries from 15 nationalities were captured,
17:44who came to practice terrorism against Venezuela. And during these days, taking care of peace,
17:58they have raised conflict, threatening, as I always say, still nerves, calm, mobilization
18:23with the police. Venezuela is going to win in the path of peace and stability with the
18:37Constitution. I always say, only today, we have captured seven foreign mercenaries, including two
18:53important mercenaries of the United States of America. They are captured, imprisoned. We got
19:01them with drugs, as something that is unprecedented in Venezuela. They are imprisoned, and they will
19:15be confessed in the next hours. They came to carry out terrorist actions against peace in Venezuela.
19:25Two Colombian hitmen were captured in different places of the country, and three mercenaries
19:34that came from Ukraine to bring violence to the country. We captured seven mercenaries today,
19:43and as we say in Venezuela, I don't know if it has a translation,
19:47seven mercenaries this hour. And the operations continue. We are going for them, because Venezuela
19:59deserves respect, and we need to ensure the security of our homeland, men and women of
20:06this Venezuela of the 21st century. And since they are insane, we need to be aware and ready.
20:26That is why it's marvelous that you have implemented the order I provided as Commander-in-Chief of the
20:35Bolivarian Armed Forces to activate and train and prepare the combatant corps of the working
20:44class in all the work centers, factories, and private sectors of the country. I congratulate you,
20:53each one of you. And now we need to consolidate physical preparation, mental preparation.
21:01We need to perfect everything to guarantee peace throughout our country.
21:19Power belongs to the people. Sovereignty is not trespassable.
21:30Our constitution is clear. The political power belongs to you. The social power belongs to you.
21:37And we are making progress in strengthening our democracy. But also, the people,
21:44with its Bolivarian Armed Forces, according to the constitution and the law,
21:50the power of the weapons belongs to you to defend this land, the peace and democracy
21:58from any threat, from any attempt, no matter where it comes from.
