00:06Governor Andy Beshear took to Twitter to announce the death toll,

00:10adding that the total number of fatalities is expected to rise.

00:13The governor also declared a state of emergency,

00:16as nearly 300 people were rescued from their homes and vehicles by the National Guard and state police.

00:22The heavy rainfall has flooded homes, washed away roads, and overflowed rivers and streams in the area.

00:29More than 23,000 people have also been left without power across the state.

00:33Local media outlets have called the flash flooding conditions historic.

00:38President Joe Biden has authorized federal aid for the major disaster.
