00:18The decision marks a major U.S. policy shift during Joe Biden's final weeks in the White

00:42Biden had been reluctant to grant Kiev permission to use U.S. weapons for anything other than

00:47defensive purposes.

00:49He feared doing so would be a major escalation that could draw the U.S. and other NATO members

00:54into direct conflict with Russia.
