00:11land records issue. Mr. Divendra has joined us from Ranchi, he is a resident of Ranchi. Mr. Divendra,
00:17what is the whole issue of 1932 land records and how, if I talk about the minority community,
00:24the people who came before 1932, how does it affect them?
00:281932 is the year when the Britishers updated the land records here and the land records that were made at that time,
00:36taking the basic structure of those land records, we have been working all over India till date.
00:42There are two separate tenancy acts in Jharkhand, one is the Chhota Nagpur Tenancy Act and the other
00:48is the Sandhal Pargana Tenancy Act. The land revenue records in both these acts, the families whose land records
00:56have been entered in 1932, their descendants are considered the original residents of this place.
01:02And whatever political scenario has been of Bihar and Jharkhand till date, even after partition,
01:082000 onwards, these people have always been talking about 1932. There are three issues in this.
01:15The first is that there are many populations of Sikhs and Punjabis who migrated from Pakistan
01:21and there are many populations of Bengalis who migrated from Bangladesh and settled here.
01:26The issue will be that their ancestors are not from here, so how will you assert these two communities in 1932?
01:34The second issue is that there is a Capital City Development Act here.
01:41The Capital City Development Act has the power to overrule any tenancy act.
01:47But the government here, the high court here, has never paid attention to the fact that
01:52after declaring Ranchi as a capital city, we should remove the 1932 land and
01:59expand the district in such a way that it can become a beautiful capital. This is the second issue.
02:05And the third issue is that when we talk about the Khatiyas of 1932, how will we regularize this?
02:11This has been discussed many times in the Vidhan Sabha and no solution has been found to this till date.
02:17No political party has taken this into its manifesto that how will they adjust the minorities in this.
02:24So this is a million dollar question for us that if we come to our own country and come as refugees
02:30and then we come and settle down somewhere else, and then if we are called refugees again,
02:36then what is the meaning of our existence?
02:38Absolutely. The story of Sadat Hassan Manto, Toba Tek Singh, the situation of no man's land
02:47in Jharkhand, the way Devendra ji told us about the Khatiyas of 1932,
02:52it leaves a lot of people in the lurch, especially the minority community,
02:57especially those who came to this part of the country after partition in 1947.
