00:44For example, in my area, when a franchise enters the housing market area,

00:50the shops that are open for 10 years are also affected.

00:54Because the Rahmah menu is only open for 2 or 3 days.

00:58But, we also need to take into account the franchise shops

01:02because it affects small businesses that have been around for a long time.

01:06When a franchise enters, it offers more competitive prices

01:11and there are also many choices that affect small businesses.

01:16This is also happening in my area.

01:18What is your opinion, Mr. Mohamad?

01:21Thank you, Mr. President and Mr. Speaker.

01:24First, regarding the Rahmah menu,

01:27we admit that the basis of the Rahmah menu is without involving any subsidy from the government,

01:36without involving the government,

01:38it is an initiative from the private sector, from the business itself.

01:43And we are aware that there are businesses that say that they can no longer offer the Rahmah menu

01:52due to factors such as cost.

01:55And we are committed to ensure that the Rahmah menu is offered in a targeted manner.

02:01Therefore, we are considering, without involving direct assistance,

02:08in the context of direct subsidy to the business,

02:12we are considering to give space to Rahmah menu sellers in these targeted areas

02:21to be given access to buy goods at a larger scale in PGRM programs.

02:30But it goes through several criteria,

02:32for example, the consistency of this business offers the Rahmah menu.

02:38So, we go back to the basis that the Rahmah menu is a program without subsidies from the government.

02:46However, now we are doing profiling,

02:50where are the areas, not evenly,

02:54that we need to help discuss with the business

02:59so that we can offer the Rahmah menu as an alternative, which is cheaper.

03:04So, we are aware.

03:05I don't have the latest data, so I will leave it to you, Mr. President.

03:09Regarding the issue raised by Mr. Mayor,

03:13actually, Mr. Mayor, our responsibility at KPDN,

03:18one of them is to create a healthy, progressive domestic market.

03:23And we are committed to our responsibility to ensure that

03:28the space is open to all parties to compete, to offer their own prices.

03:36However, we understand what was said by Mr. Mayor.

03:41Although it is not related to PGRM,

03:44we will look at this matter and at the same time,

03:48maybe look at it together with CUSCOP.

03:50Because the current franchise business is controlled under CUSCOP.

03:55However, we are concerned with what was said by the majority,

03:59the impact on retail shops in villages or surrounding areas that face competition.

04:06And of course, competition involves a price

04:09that may be far cheaper than what is offered by the franchise shops here.
