00:00President Ferdinand R. Marcos Jr. has passed two important laws that will help to strengthen our rights in our territories and protect our natural resources.
00:13This is what Kenneth Paciente wrote.
00:18With the aim of strengthening the sovereignty of the Philippines and making its territory clearer,
00:24President Ferdinand R. Marcos Jr. signed two laws, the Philippine Maritime Zones Law and the Philippine Archipelagic Sea Lanes Law.
00:32According to the President, the Philippine Maritime Zones Law will further clarify the maritime entitlements of the country,
00:38as well as its clause that is enclosed in the United Nations Convention on the Law of the Sea or UNCLOS.
00:44He will also establish this by the Philippine Maritime Jurisdiction that will ensure that the country's right as an archipelagic state is clearly established
00:52so that the Philippine waters can benefit the Philippine people.
01:14The Philippine Maritime Zones Law and the 2016 Arbitral Award are beacons in the maritime domain.
01:18The Philippines reaffirms its sovereignty, sovereign rights, and jurisdiction in our waters.
01:25By defining and asserting our maritime zones, we project to the international community that we are staunchly committed to nurturing, cultivating, and protecting our maritime domain.
01:40While the Philippine Archipelagic Sea Lanes Law will strengthen the maritime and aerial policies of the Philippines
01:46by establishing routes for international vessels.
01:50Through this, arbitrary international passage to the territory of the Philippines
01:55or the unregulated passage of foreign vehicles in the waters of a country will be avoided.
02:00According to the President, this will still be implemented under the UNCLOS
02:05The designated archipelagic sea lanes and air routes aim to facilitate safe passage for foreign ships and aircraft
02:16without compromising our national security nor diminishing our capacity for good environmental stewardship.
02:24These sea lanes will offer continuous, expeditious, and unobstructed transit for vessels and air transport
02:34while obliging them to comply with navigational regulations and procedures
02:38as well as with the air rules of flight safety and protocols.
02:42In addition to the President, the two laws are important for the country to show its importance in the International Rules-Based Order.
02:50It will also show the Philippines' commitment to safeguarding the maritime zones of the country
02:55as well as protecting its maritime domain.
02:59The President hopes that through these two laws,
03:01the country will be able to strengthen its protection of the maritime interests of the country.
03:29The National Maritime Council approved the two laws
03:34which will show the country's willingness to protect the vast maritime resources of the Philippines.
03:59The Philippine Maritime Zones Act and Philippine Archipelagic Sea Lanes Act
04:04will serve as the implementation of the 2016 Arbitral Ruling in which the Philippines was imposed.
04:09However, the Senator believes that even though there is such a law, it will not be recognized by other countries.
04:16We don't expect an instant recognition.
04:21We don't expect an instant recognition on the part of China
04:24because they have been disregarding international law.
04:28So, this will help us because our fishermen,
04:32number two, Republic Act 12065,
04:36they already know where the big ships will pass.
04:39This will not happen again in the Sambales-Santa Cruz area.
04:43So, this will help us.
04:46So, this will not happen again in the Sambales-Santa Cruz area.
04:50Our small boats can already carry big ships.
04:54But according to the DOJ, it is still difficult for the Philippines to implement
04:58because its implementation is not based on the recognition of other countries.
05:02Legislators and stakeholders also recognized the determination of the President
05:06after the successful implementation of the two amendments after 18 years.
