00:03We still have an update regarding Typhoon Marse

00:07with international in the yinxing as of 5 in the morning on Friday.

00:12Typhoon Marse's center was last seen in the coastal waters of Pasukin in Ilocos Norte

00:19and Bahagyang, Humina from 175 to 155 kilometers.

00:23The wind was close to his eyes and there was a downpour of up to 215 kilometers per hour.

00:29The typhoon was moving west-northwest at a speed of only 10 kilometers per hour.

00:34Based on our latest satellite animation, it is expected that the weather will be harsh

00:38in a large part of Northern Luzon.

00:40It is expected that there will be strong winds and strong rains

00:44while there are still localized thunderstorms here in southern Luzon, Visayas, and Mindanao

00:49that are not directly associated with Typhoon Marse.

00:53Meanwhile, the cloud clusters we are monitoring in the Pacific Ocean

00:57became a low-pressure area early this morning.

01:00As of 4 in the morning, it is more than 1,900 kilometers east of southeastern Luzon.

01:07Based on our analysis and the movement of this low-pressure area,

01:11it is possible that it will enter our Philippine area of responsibility

01:14later tonight or tomorrow morning.

01:17We are still considering the possibility that it will become a tropical depression

01:22and if ever there is a weak storm, we will name it Nica.

01:28This potential low-pressure area or storm may affect a large part of Luzon

01:34in the coming days.

01:38Based on the latest forecast, it is expected that the typhoon Marse will head to the West Philippine Sea

01:43this morning until the afternoon.

01:47As a reference, yesterday at 3.40 p.m., it landed for the first time in Santa Ana, Cagayan

01:53and it landed for the second time yesterday at 9 p.m. in Sanchez, Mira.

01:59For now, it is slowly moving away from our land and will leave our Philippine area of responsibility

02:05later this afternoon or tonight towards southern China and central Vietnam.

02:11Based on the intensity of this typhoon Marse, it is slowly weakening

02:16and it is possible that it will become a severe tropical storm over the weekend

02:19because it is entering the area coldly.

02:21This is the northeasterly wind flow.

02:24We expect that there will still be areas this morning until the afternoon

02:29where there will be gusts of wind even though the typhoon Marse is moving away from our land

02:33given that its total diameter is 900 to 1,000 kilometers.

02:39For now, especially in the next few hours, we expect the strongest winds in Ilocos Norte

02:45as well as in the northernmost portion of Ilocos Sur, particularly in the town of Sinait,

02:49in the towns of Danglas, Lagayan, and Tineg, in Abra,

02:52as well as in the town of Calanasan, in Apayau, and in the towns of Sanchez, Mira, Claveria, and Santa Pasedes

02:59here in the western portion of mainland Cagayan.

03:04We also have signal number 3 in the southern and western portion of Baboyan Islands

03:08as well as in the northern and western portions of Cagayan,

03:11the remaining part of Apayau, the central portion of Abra,

03:15and also here in the northern portion of Ilocos Sur.

03:18If we have signals number 4 and number 3, it is possible that the wind will be up to 155 kilometers per hour,

03:24it is possible that trees and plants will be damaged,

03:28and it is also possible that several posts and power lines will collapse.

03:33We still have two winds here in the southern portion of Batanes,

03:38the remaining part of mainland Cagayan and Baboyan Islands,

03:42northern and western portions of Isabela,

03:45as well as the remaining part of Abra, Calinga, and the entire mountain province.

03:50And we still have signal number 2 in the northern portion of Ifugao,

03:54northern portion of Benguet, the remaining part of Ilocos Sur,

03:57and the northern part of La Union.

04:00We expect that if we have signal number 2, it is possible that the wind will be up to 85 kilometers per hour,

04:05so it is still a bit dangerous, especially for plants and weak structures.

04:11And we also have signals number 1 or up to 55 kilometers per hour of strong winds

04:15in the following hours in the remaining part of Batanes,

04:19rest of La Union, entire Pangasinan, the remaining part of Ifugao and Benguet,

04:24rest of Isabela, as well as in Quirino, Nueva Vizcaya,

04:28northern and central portions of Aurora,

04:30in the town of Caranglan, Nueva Ecija,

04:32and in the towns of Santa Cruz and Candelaria here in the northern Zambales.

04:37In the following issuances, it is possible that our signals number 4 will downgrade into number 3,

04:43number 3 into number 2, and so on.

04:45And it is also possible that our wind signals number 1 will be removed.

04:48Eventually, those in the southern part of Northern Luzon, in the following issuances,

04:53until the storm is out of power,

04:56the tropical cyclone wind signals in a large part of Northern Luzon will also be removed.

05:03Even so, we still hope that if we remove our wind signals later tonight,

05:08there are still places where there will be strong gale force,

05:12or sometimes there will be a gust of wind in Batanes, Cagayan, Isabela, and Ilocos region.

05:17And tomorrow, even if the storm is far away, there will still be gusts in Batanes and Babuyan Islands.

05:24When it comes to rain, we have removed the possibility of torrential rains,

05:28or more than 200 mm of rain today.

05:31But we will still expect heavy to intense rains in the following hours,

05:35here in Ilocos Norte, below Ilocos Sur, Apayau, and Abra.

05:40It is still possible for torrential rains to fall, not only in low-lying areas,

05:44and there is still a high chance of landslides.

05:48We also have moderate to heavy rains, or 50 to 100 mm of rain,

05:53in La Union, Calinga, and a large part of Cagayan, including Babuyan Group of Islands.

05:59So there are still chances of floods and landslides in the mentioned areas.

06:04For the location of our ocean, we still have a gale warning

06:08due to the passage of this storm here in Northern Luzon.

06:12Up to 11.5 meters, or almost four-fold, of waves are expected in a large part of the ocean,

06:19in Batanes, Baybay of Cagayan, including Babuyan Islands, Ilocos Norte, and Ilocos Sur,

06:25while we still expect 3 to 5 meters of waves in La Union and Pangasinan.

06:31While the storm Marseille is also moving away,

06:33it is expected that the waves will gradually decrease in a large part of Northern Luzon,

06:38while the remaining towns of our country will still remain flooded

06:42up to the top of the waves, especially in Visayas and Mindanao.

06:46Here in the remaining part of Luzon, it is still sometimes flooded,

06:49especially in the western seaboards of the country.

06:53And when it comes to landslides, this morning, there is still a chance of landslides

06:57or the frequent entry of waves in Pangasinan and Baybay of Cagayan,

07:03including Babuyan Islands, more than 3 meters,

07:06as well as in Ilocos Norte, Ilocos Sur, and the eastern part of Batanes.

07:11We have 2.1 to 3 meters here in the northern Baybay of La Union

07:15and up to 2 meters in the northern Baybay of Isabela.

07:18So make sure that we are coordinated with our local government units

07:22for possible evacuations, especially those living in the coastal EAS.

07:27And for the time being, for the next 3 days,

07:30because the typhoon Marseille is already far away by tomorrow,

07:33we expect improving weather conditions in a large part of the northern and central Luzon.

07:38Partly cloudy skies will be seen in a large part of the country.

07:41It will often be sunny in the morning until the afternoon,

07:44but by the afternoon and evening, there will be a lot of rain

07:48and flooding, especially on the eastern sides.

07:51It will still be hot by the afternoon due to the Easter release.

07:55By Sunday and Monday, this is the time when our low-pressure area

08:00that we are monitoring is getting closer to our land.

08:02So it is possible that by Sunday, there will be places where it will rain.

08:06Bicol Region, Samar Provinces, and Quezon Province,

08:10while the eastern Luzon and some parts of Visayas

08:13will also have scattered rain and thunderstorms

08:16due to the proximity of this low-pressure area.
