00:22The operator of the Kalangitan Sanitary Landfill,

00:29their contract with Clark Development Corporation expired on October 6, 2024.

00:39They had a 25-year contract for services with CDC

00:44to operate this sanitary landfill in Clark.

00:49That expired and now, there is no longer any operation to be done there

00:56because under the Build-Operate-Transfer Law,

00:59after a fixed-term agreement under this law,

01:03this property must be returned to the government

01:09to be used for other national projects.

01:13Okay, so their contract has expired

01:16and they need to follow this Build-Operate-Transfer Law, Director Nicolette.

01:25So what is the news that there is a forcible or forced takeover of the facility

01:33that Clark Development Corporation and the Basis Conversion Development Authority

01:39did here in the said landfill?

01:41There is no truth to the forcible takeover of the property

01:48where the Kalangitan Sanitary Landfill was built.

01:51The CDC, as a regulatory body,

01:54only issued a Notice to Locate and a Cease and Desist Order for their operation there

02:02because they no longer have the authority to operate.

02:06This is what we call business permits in LGUs.

02:11So this is the authority to operate.

02:14If you do not have a valid contract with the CDC,

02:17you will not be given this authority to operate.

02:21So there is no longer any operation there.

02:24So for now, you said that there is no longer any operation.

02:30What are they doing there?

02:33Is there still a continued violation of the agreement?

02:37And what is the status of the Kalangitan Sanitary Landfill?

02:47that there is still an operation there in the Kalangitan Sanitary Landfill.

03:26is under the name of the BCDA or Basis Conversion and Development Authority.

03:32They are the trustees of the Republic of the Philippines.

03:39in the Republic of the Philippines v. Heirs of Pernabe in 2020

03:45that the government or the registration of this land is only for the interest of the government of the Philippines.

03:52So this is for the national government.

03:54And according to the BCDA, they wrote to the CDC in April

04:00that they have a plan to develop this property.

04:05As for the specific plans for this,

04:08it would be better if we ask the authorities from the BCDA.

04:13So we are not yet sure if this will continue to be a sanitary landfill

04:18or maybe it will be different after their contract, right?

04:28that they might not be able to carry garbage

04:32because if a huge sanitary landfill closes, where will they bring their garbage?
