00:00Dear Chinese comrades, friends, I cordially welcome you all to Russia.
00:08This time to the Republic of Tatarstan, to the capital of the republic, the city of Kazan.
00:15This is a very distinctive, interesting, rapidly developing region of our country.
00:24This region can be proud of its people, hardworking, talented, and its pace of development.
00:34I would like to congratulate you again, this time personally, my dear friend,
00:42congratulate all our Chinese friends, the friendly Chinese people on the recently celebrated anniversaries.
00:51I mean the 75th anniversary of the founding of the People's Republic of China
00:57and the establishment of diplomatic relations between our countries.
01:01Over the past 75 years, Russian-Chinese relations have reached the level of comprehensive partnership and strategic interaction.
01:13And we can say with complete confidence that they have become a model of how relations between states should be built in the modern world.
01:24Our multifaceted cooperation is equal, mutually beneficial and absolutely non-opportunistic in nature.
01:33After last year's record in mutual trade, Russia and China, despite the negative external impact,
01:42maintain the dynamics of economic growth and economic cooperation.
01:47From January to August, according to our data, trade turnover increased by 4.5%.
01:54According to Chinese statistics, there is a slight difference, but overall, the positive trend continues.
02:01Practical agreements reached as a result of our negotiations in Beijing in May
02:07and at the meeting on the sidelines of the Shanghai Cooperation Organization Summit in Astana are being consistently implemented.
02:14We are successfully implementing joint projects in energy, industry, high technology, transport, agriculture and many other areas.
02:25Here in Tatarstan, a new logistics center has been built, named after Deng Xiaoping.
02:34This center is used for cargo transportation between our countries.
02:38Our humanitarian ties are also growing stronger. Events are being held as part of the cross-cultural years.
02:45In total, more than 400 of them are planned, on both sides.
02:49Mutual tourist flows, sports and educational exchanges are growing.
02:56Just yesterday I was walking around the Kremlin, where I saw, as usual in recent months and years,
03:04a large number of Chinese tourists right in the heart of Russia, in Moscow, in the Kremlin.
03:10Russian-Chinese cooperation in global affairs is one of the main stabilizing factors on the world stage.
03:18We intend to further increase coordination at all multilateral platforms in order to ensure global security and a fair world order.
03:29We value the traditionally high level of Russian-Chinese cooperation in BRICS.
03:35Over the years of our joint work, the authority of our association and its influence have increased,
03:44and we intend to further strengthen this organization.
03:47We have done everything in our power during our chairmanship to ensure that this is the case.
03:53Today, after our conversation over dinner, we are meeting in the circle of leaders of the BRICS member states,
04:00for the first time in a new expanded format.
04:07I have just finished a conversation with the President of Brazil, Mr. Lula,
04:12as you know, for medical reasons, he had to stay home.
04:17He is very sorry that he could not come in person,
04:24but he intends to work with us in video mode tomorrow.
04:27True, I told him that it would be four o'clock in the morning local time,
04:32that it was somehow inhumane, but he still insists.
04:36He says, no, I want to participate in person, at least via video conference.
04:40I want to convey to you his very best wishes.
04:43I am glad to have the opportunity to synchronize our watches with you before the summit,
04:48to discuss both the bilateral agenda and international issues.
04:52Thank you, thank you very much.
04:54Welcome.
04:55Welcome.
05:09Esteemed President, my dear old friend,
05:16I am very glad to come to the ancient city of Kazan for the 16th BRICS Summit at your invitation.
05:26This is also our third meeting since the beginning of this year.
05:38The BRICS Summit is being held in Kazan.
05:43I have learned a lot about this city,
05:48and I know that this summit is of great importance.
05:56I learned that 400 years ago the Great Tea Road,
06:02which connected our countries, also passed through Kazan,
06:07and along this route Chinese Wuyi tea was brought to Russia.
06:16At the beginning of this month, we exchanged congratulations on the occasion of the 75th anniversary of the establishment of diplomatic relations.
06:26Over the past decades, Chinese-Russian relations,
06:30having withstood the tests of the changing international situation,
06:34have come a long way and acquired an unprecedented character.
06:38We have taken the right path of building relations between great powers on the principles of non-alignment,
06:45non-confrontation and non-direction against third parties.
06:49In the new era, dear Mr. President,
06:53you and I always pay special attention to Chinese-Russian relations,
06:57and we keep them under our personal control.
07:01Both countries are committed to the spirit of eternal good neighborliness and friendship,
07:08comprehensive strategic interaction and mutually beneficial cooperation.
07:14We are constantly strengthening and expanding multifaceted strategic interaction
07:20and practical cooperation in all areas.
07:24In this way, both our countries give a powerful impetus to national revival and modernization.
07:31They make a major contribution to the well-being of the population of both countries
07:37and the protection of international justice.
07:40In the context of a tectonic transformation unprecedented in centuries,
07:47the international situation is undergoing serious changes and upheavals.
07:53But this cannot shake my conviction in the inviolability of the strategic choice of the two countries in favor of firm mutual support,
08:01the inviolability of the deep centuries-old friendship between our countries
08:06and the inviolability of the sense of duty of China and Russia as great powers.
08:11BRICS is perhaps one of the most important cooperation platforms
08:16for the consolidation of the broad developing world and emerging market countries.
08:22It acts as a system-forming factor in the formation of an equal,
08:27orderly multipolarity and generally accessible inclusive economic globalization.
08:33The BRICS summit opening tomorrow will be the first summit after the expansion of the Association
08:43and it will be of great importance for promoting cooperation of the greater BRICS.
08:51We highly appreciate the enormous work done by Russia during its chairmanship
08:59and this has significantly contributed to the successful start of cooperation within the greater BRICS.
09:07We highly appreciate this.
09:09I look forward to a detailed conversation with my BRICS colleagues,
09:13first and foremost with you, on the topic of further development of our Association.
09:18This will allow us not only to consolidate positions,
09:22send a positive signal of solidarity and cooperation,
09:25but also to expand large-scale strategic interaction and practical cooperation within the Association,
09:31thereby opening up additional opportunities for the countries of the Global South
09:35and making a greater contribution to the cause of building a community of shared destiny for humanity.
