00:54It will give you the ability to face any challenge in life and to serve our country.
01:03It will also meet the needs of students to have a quality education.
01:11With the signing of the ARAL Law, we embark on a definitive journey
01:15to champion the right of every Filipino child to quality education
01:19ensuring, as well, that it is accessible to all.
01:23In 2018 and 2022, the Philippines ranked last in the world in the Program for International Student Assessment, or PISA.
01:32In 2023, the Philippines ranked 54th in the Global Knowledge Index.
01:39According to the President, this is not left to chance,
01:42so he made a step to change it.
01:46This disheartening trend remained alarmingly the same,
01:50highlighting the urgency of the learning crisis that we confront today.
01:54It is imperative, therefore, that we acknowledge this massive challenge,
01:59determine the necessary steps, and prioritize the implementation of learning interventions.
