00:18Political Analyst Professor Antonio Contreras explained.
00:23The 1987 Constitution, the Party-List System, was passed, which is applicable only to the House of Representatives.
00:30But in 2013, its interpretation was changed.
00:35The Supreme Court passed a new law that does not only reserve party-list groups in the marginalized sector.
00:42Instead, national, regional parties, and organizations may also participate in party-list elections.
00:50Sectoral parties that do not represent any marginalized or underrepresented sectors are also prohibited from participating.
01:00Although, according to the Constitution, the House of Representatives should not exceed 20% of its members,
01:08and the party will only get one seat if it gets at least 2% of all the votes cast in the party-list system,
01:16and not more than 3 members of a party-list.
