00:04for the expected strong storm

00:08we will be joined by Dr. Edgar Posadas,

00:11the spokesperson of the Office of Civil Defense.

00:13Sir, good morning. This is Audrey Griseta of Rise and Shine Philippines.

00:18Good morning, Audrey. Good morning to all the listeners and viewers, sir.

00:24Yes, sir. In the forecast of hope,

00:27it is possible for it to be a super typhoon.

00:29This typhoon, based on your pre-disaster risk assessment,

00:34what are the emergency preparedness and response protocols

00:39in the regions that are affected by the typhoon?

00:43Well, first of all, Audrey,

00:45here in the MBC, let's start with the MBC,

00:50we are on a blue alert right now.

00:55Our other regional offices, such as Region 1,

01:03are also on a blue alert.

01:06In CAR and in Region 2, they are on red alert.

01:10And so with Region 3, in Central Luzon and in Mimaropa,

01:16this means, for the listeners,

01:21this means that if we increase our manpower,

01:26particularly the responders and uniformed services,

01:29it will increase, around 50 percent,

01:32in our emergency operation center,

01:36either here in Camp Aguinaldo or in the concerned emergency operation centers in their regions,

01:43especially in the area of Cagayan Valley and Cordillera,

01:47and of course in Region 1.

01:50We also have heavy rainfall warning advisories right now.

01:56Since we had a monitoring here in Julian, Audrey,

02:04because we are from other recent typhoons and typhoons,

02:13we did not totally lower our monitoring.

02:17That is still the level of our monitoring.

02:20We continue to monitor.

02:22We have monitored already.

02:23There are several reports on affected populations,

02:30like for example, we have non-passable roads in Region 1.

02:42There used to be four roads here, but the two are now passable,

02:48from Ipig, Isatira, Region 1 and Sacar.

02:51We are also monitoring the affected populations, Audrey.

02:59In terms of the prepositioning of goods,

03:03the analytics of our DSWD colleagues is that our prepositioning of goods,

03:12food items in the regions is sufficient.

03:14Of course, this is being complemented by OCD, our non-food items,

03:20family packs and hygiene kits that are provided.

03:24One of the orders of our President, Secretary Jodoro and Usec Nepomuceno

03:32is to coordinate with local governments and local chief executives

03:38and offer the assistance that we can offer in terms of these situations.

03:45Of course, we complement the efforts of our local governments

03:50because they are the first responders and they try as much as possible,

03:53initially, to address the needs of our countrymen in times like this, Audrey.

04:00Okay. Well, sir, in terms of the severe typhoons,

04:04are our evacuation centers ready?

04:07Are the evacuation centers ready to carry out pre-emptive and mandatory evacuation?

04:13Yes, Audrey, because this is one of the things that we are doing.

04:18We are making an inventory of this, especially for our regional offices concerned.

04:23They are also looking at the assistance of the DSWD, DILC

04:28and other agencies that are members of the Council.

04:32We are looking for a sufficient number of, first, safe evacuation centers.

04:38Second, we are providing the immediate needs of our countrymen,

04:44if they are in need to include their medical needs.

04:50Not only for treatment, but to include the availability of doctors

04:57and medical teams to provide, for example, maintenance nets.

05:02And to provide care to our countrymen who have special needs,

05:08the elderly, pregnant women, children and those who are sick.

05:12We are looking at all of those to ensure that they are safe

05:17while they are living in evacuation centers, Audrey.

05:20Well sir, how is the preparation of the rescue units?

05:25Especially since the forecast of a possible super typhoon, the Typhoon Julian, is unpredictable.

05:31Yes, from the start, Audrey, because when we raise the alert,

05:37we hold meetings and our response cluster helps in leading our DSWD

05:44because they are in charge of response and early recovery.

05:47They are helping and reporting to agencies, organizations and offices

05:56that have a responsibility to provide care, especially the response,

06:01what we call the search, rescue and retrieval cluster.

06:05Especially our friends in uniformed services,

06:11so all of them are alerted.

06:14Based on the alerts that I mentioned earlier, from red and blue,

06:20here in Camp Aguinaldo, we have blue alerts so we can ensure and focus on the operations

06:27and even the response needs if we have readily available teams to deploy in those areas.

06:35But for now, we were told that in the last help,

06:39their logistics and resources are enough to include their rescue teams

06:49and the assets of our government.

06:52If necessary, we can deploy them so that our response is at least a guarantee.

06:58Of course, we would like to include in the equation our volunteers from the private sector

07:04because they play a big role in times like this.

07:09Sir, in the areas where there are people who are involved in agriculture,

07:15how is the preparation being done there and where is this, sir?

07:20As I said, we are not just preparing this now.

07:25On the whole, several months back, our President ordered us to prepare for La Niña and this is it.

07:32We are expecting more and more of this.

07:35There will be heavy rains and typhoons.

07:39It's good because we are not totally under surveillance.

07:45To include our fellow citizens, the support that our Department of Agriculture is providing,

07:51they are continuously conducting assessments and providing assistance in whatever way.

07:58They are providing packages to our farmers so that the impact will not be too severe

08:04if this happens, especially here in Northern Luzon, Audrey.

08:11Lastly sir, what are your reminders to our fellow citizens,

08:16especially to the residents who will be affected by typhoons?

08:20Yes. This is a bit strong.

08:24It's raining heavily and the wind is strong.

08:26We have a tropical cyclone wind signal number four that is rising now.

08:31It means that the wind is devastating.

08:36It's up to our friends in DOST Pagasa to plan the possibility of landfall before it leaves our Philippine area of responsibility.

08:49I am reminding you that this is not a joke.

08:54We should be able to chat and monitor.

08:57We should listen to the authorities.

09:00That's why we are discussing this so you can be informed.

09:05This is not the only thing.

09:07OCD has different platforms.

09:09The government and NDRC have different platforms so they can inform our public on the situation and what needs to be done,

09:23where they can go to be safe.

09:26What should they do?

09:28We have what we call early alert warning messages.

09:31We should not ignore them.

09:33Our phones are ringing because the typhoon is strong.

09:37This is not the end.

09:39There are more to come because we are expecting landfall.

09:44We should continue to monitor and act.

09:48We should not hesitate to say that we will move quickly.

09:54We should do that.

09:56I would like to assure everyone, Audrey, that your government, in different levels up to the local government,

10:02and through the NDRC and OCD,

10:06we are ready to help and meet your needs.

10:10We are monitoring and our alert level is high.

10:13Let's help each other to keep ourselves, our families and our communities safe.
