And to give us the latest updates on the government's preparations
00:04
for the expected strong storm
00:08
we will be joined by Dr. Edgar Posadas,
00:11
the spokesperson of the Office of Civil Defense.
00:13
Sir, good morning. This is Audrey Griseta of Rise and Shine Philippines.
00:18
Good morning, Audrey. Good morning to all the listeners and viewers, sir.
00:24
Yes, sir. In the forecast of hope,
00:27
it is possible for it to be a super typhoon.
00:29
This typhoon, based on your pre-disaster risk assessment,
00:34
what are the emergency preparedness and response protocols
00:39
in the regions that are affected by the typhoon?
00:43
Well, first of all, Audrey,
00:45
here in the MBC, let's start with the MBC,
00:50
we are on a blue alert right now.
00:55
Our other regional offices, such as Region 1,
01:03
are also on a blue alert.
01:06
In CAR and in Region 2, they are on red alert.
01:10
And so with Region 3, in Central Luzon and in Mimaropa,
01:16
this means, for the listeners,
01:21
this means that if we increase our manpower,
01:26
particularly the responders and uniformed services,
01:29
it will increase, around 50 percent,
01:32
in our emergency operation center,
01:36
either here in Camp Aguinaldo or in the concerned emergency operation centers in their regions,
01:43
especially in the area of Cagayan Valley and Cordillera,
01:47
and of course in Region 1.
01:50
We also have heavy rainfall warning advisories right now.
01:56
Since we had a monitoring here in Julian, Audrey,
02:04
because we are from other recent typhoons and typhoons,
02:13
we did not totally lower our monitoring.
02:17
That is still the level of our monitoring.
02:20
We continue to monitor.
02:22
We have monitored already.
02:23
There are several reports on affected populations,
02:30
like for example, we have non-passable roads in Region 1.
02:42
There used to be four roads here, but the two are now passable,
02:48
from Ipig, Isatira, Region 1 and Sacar.
02:51
We are also monitoring the affected populations, Audrey.
02:59
In terms of the prepositioning of goods,
03:03
the analytics of our DSWD colleagues is that our prepositioning of goods,
03:12
food items in the regions is sufficient.
03:14
Of course, this is being complemented by OCD, our non-food items,
03:20
family packs and hygiene kits that are provided.
03:24
One of the orders of our President, Secretary Jodoro and Usec Nepomuceno
03:32
is to coordinate with local governments and local chief executives
03:38
and offer the assistance that we can offer in terms of these situations.
03:45
Of course, we complement the efforts of our local governments
03:50
because they are the first responders and they try as much as possible,
03:53
initially, to address the needs of our countrymen in times like this, Audrey.
04:00
Okay. Well, sir, in terms of the severe typhoons,
04:04
are our evacuation centers ready?
04:07
Are the evacuation centers ready to carry out pre-emptive and mandatory evacuation?
04:13
Yes, Audrey, because this is one of the things that we are doing.
04:18
We are making an inventory of this, especially for our regional offices concerned.
04:23
They are also looking at the assistance of the DSWD, DILC
04:28
and other agencies that are members of the Council.
04:32
We are looking for a sufficient number of, first, safe evacuation centers.
04:38
Second, we are providing the immediate needs of our countrymen,
04:44
if they are in need to include their medical needs.
04:50
Not only for treatment, but to include the availability of doctors
04:57
and medical teams to provide, for example, maintenance nets.
05:02
And to provide care to our countrymen who have special needs,
05:08
the elderly, pregnant women, children and those who are sick.
05:12
We are looking at all of those to ensure that they are safe
05:17
while they are living in evacuation centers, Audrey.
05:20
Well sir, how is the preparation of the rescue units?
05:25
Especially since the forecast of a possible super typhoon, the Typhoon Julian, is unpredictable.
05:31
Yes, from the start, Audrey, because when we raise the alert,
05:37
we hold meetings and our response cluster helps in leading our DSWD
05:44
because they are in charge of response and early recovery.
05:47
They are helping and reporting to agencies, organizations and offices
05:56
that have a responsibility to provide care, especially the response,
06:01
what we call the search, rescue and retrieval cluster.
06:05
Especially our friends in uniformed services,
06:11
so all of them are alerted.
06:14
Based on the alerts that I mentioned earlier, from red and blue,
06:20
here in Camp Aguinaldo, we have blue alerts so we can ensure and focus on the operations
06:27
and even the response needs if we have readily available teams to deploy in those areas.
06:35
But for now, we were told that in the last help,
06:39
their logistics and resources are enough to include their rescue teams
06:49
and the assets of our government.
06:52
If necessary, we can deploy them so that our response is at least a guarantee.
06:58
Of course, we would like to include in the equation our volunteers from the private sector
07:04
because they play a big role in times like this.
07:09
Sir, in the areas where there are people who are involved in agriculture,
07:15
how is the preparation being done there and where is this, sir?
07:20
As I said, we are not just preparing this now.
07:25
On the whole, several months back, our President ordered us to prepare for La Niña and this is it.
07:32
We are expecting more and more of this.
07:35
There will be heavy rains and typhoons.
07:39
It's good because we are not totally under surveillance.
07:45
To include our fellow citizens, the support that our Department of Agriculture is providing,
07:51
they are continuously conducting assessments and providing assistance in whatever way.
07:58
They are providing packages to our farmers so that the impact will not be too severe
08:04
if this happens, especially here in Northern Luzon, Audrey.
08:11
Lastly sir, what are your reminders to our fellow citizens,
08:16
especially to the residents who will be affected by typhoons?
08:20
Yes. This is a bit strong.
08:24
It's raining heavily and the wind is strong.
08:26
We have a tropical cyclone wind signal number four that is rising now.
08:31
It means that the wind is devastating.
08:36
It's up to our friends in DOST Pagasa to plan the possibility of landfall before it leaves our Philippine area of responsibility.
08:49
I am reminding you that this is not a joke.
08:54
We should be able to chat and monitor.
08:57
We should listen to the authorities.
09:00
That's why we are discussing this so you can be informed.
09:05
This is not the only thing.
09:07
OCD has different platforms.
09:09
The government and NDRC have different platforms so they can inform our public on the situation and what needs to be done,
09:23
where they can go to be safe.
09:26
What should they do?
09:28
We have what we call early alert warning messages.
09:31
We should not ignore them.
09:33
Our phones are ringing because the typhoon is strong.
09:37
This is not the end.
09:39
There are more to come because we are expecting landfall.
09:44
We should continue to monitor and act.
09:48
We should not hesitate to say that we will move quickly.
09:54
We should do that.
09:56
I would like to assure everyone, Audrey, that your government, in different levels up to the local government,
10:02
and through the NDRC and OCD,
10:06
we are ready to help and meet your needs.
10:10
We are monitoring and our alert level is high.
10:13
Let's help each other to keep ourselves, our families and our communities safe.
10:21
All right. Thank you very much Director Edgar Posadas, spokesperson of the Office of Civil Defense.
