00:36Four years later, our four countries are more strategically aligned than ever before.
00:43And today, we're announcing a series of initiatives to deliver real, positive impact for the Indo-Pacific.
00:50That includes providing new maritime technologies to our regional partners so they know what's
00:56happening in their waters, launching cooperation between coast guards for the first time.
01:03We believe Xi Jinping is looking to focus on domestic economic challenges and minimize
01:08the turbulence in China diplomatic relationships, and he's also looking to buy himself some
01:13diplomatic space, in my view, to aggressively pursue China's interest.
01:19China continues to behave aggressively, testing us all across the region, and it's true in
01:23the South China Sea, the East China Sea, South Asia, and the Taiwan Straits.
01:29At the same time, we believe intense competition requires intense diplomacy.

01:37My national security advisor recently traveled to Beijing for a few weeks ago, and we see
01:42this engagement as important for conflict prevention and crisis management amidst our
01:49strategic competition.
