00:00Israel claims to have killed a top Hezbollah military official during its strike on Beirut.

00:07A big step forward, says von der Leyen. EU to loan Ukraine 35 billion euros.

00:19Israel says a top Hezbollah military official was killed in its strike on southern Beirut,

00:25along with 10 other Hezbollah commanders.

00:27The militant group hasn't confirmed the death of Ibrahim Aqil, but says he was supposed to be in the building that was hit.

00:34Aqil has served on Hezbollah's highest military body,

00:38and he's been sanctioned by the United States for being involved in two attacks in 1983.

00:43They killed more than 300 people at the U.S. Embassy in Beirut and the U.S. Marine Corps barracks.

00:50The strike was a rare one and has pushed Israel and Lebanon closer to war than ever.

00:55The health authorities reported at least 14 people died in the attack, whilst dozens more were injured.

01:01Shortly afterwards, Israel's military was seen intercepting rockets in the skies above northern Israel.

01:10The European Union will raise a 35 billion euro loan to support Ukraine.

01:16President of the European Commission Ursula von der Leyen confirmed the amount during her visit to Kiev on Friday,

01:22along with Ukrainian President Volodymyr Zelensky.

01:25The loan is part of an agreement by G7 countries to raise 50 billion dollars in total for Ukraine

01:31from the proceeds of frozen Russian assets mainly held in Europe.

01:36This is a huge step forward.

01:39We are now confident that we can deliver this loan to Ukraine very quickly.

01:46A loan that is backed by the windfall profits from immobilized Russian assets.

01:53So crucially this loan will flow straight into your national budget.

01:59This will improve Ukraine's macro financial stability

02:04and it will provide you with significant and much needed fiscal space.

02:10The EU budget will be used as a financial guarantee

02:13and the money paid back by Ukraine through the profits from the Russian assets.

02:17But it will have to be approved by the European Parliament and by EU member states.

02:21But crucially it doesn't require unanimous approval amongst all EU countries.

02:26Von der Leyen said it's up to Ukraine how to spend this money.

02:30President Zelensky said the money would be spent on kindergartens, on bomb shelters,

02:33on reconstructing the energy sector and on Ukrainian made missiles.

02:37He called for all of the money pledged to Ukraine to be released immediately.

02:41Both he and Ursula von der Leyen stressed the urgency of the situation

02:44given that the Ukrainian energy sector is near breaking point.

02:55The EU pledged 10 billion euros for flood recovery for Central European countries

03:01as extreme weather grips the region.

03:04The announcement was made by President of the European Commission Ursula von der Leyen

03:09while she was visiting a flood damaged region in southeastern Poland.

03:14While there she met with the government heads of affected countries

03:18like Poland, Austria, the Czech Republic and Slovakia.

03:24Here we say it's 100% European money, no co-financing.

03:30These are extraordinary times and extraordinary times need extraordinary measures.

03:36At first sight, 10 billion euros are possible to mobilize from the cohesion funds

03:43for the countries that are affected.

03:46This is an emergency reaction now.

03:50EU countries usually are required to co-finance projects to access cohesion funding,

03:56meaning the decision for the EU to finance 100% is an extraordinary measure.

04:03Across Europe, homes have been destroyed, hundreds evacuated and lives lost

04:08as several countries were affected by flooding and extreme weather.

04:16Venezuela's government rejected a non-binding resolution approved by the European Parliament

04:22to recognize opposition candidate Edmundo Gonzalez as President of Venezuela.

04:27MEPs had recognized Gonzalez as, in their words,

04:31the legitimate and democratically elected President of Venezuela.

04:35Their decision follows disputed presidential elections within Venezuela in July,

04:40which opposition claims to have won.

04:42However, the country's electoral council proclaimed Nicolas Maduro the winner.
