00:00Dismissed Mayor Alice Guo is now facing additional human trafficking charges.
00:08She is now being sued by the DOJ, as well as her business partners and other personalities.
00:14The so-called case is now non-bailable.
00:17Salima Refran witnessed it.
00:22Zuniwan Technology was raided in Bawfu Compound in Bambantar, Lak,
00:27due to allegations of human trafficking, kidnapping, illegal detention, forced labor, and scamming.
00:33She was in the midst of a few months of Senate investigation
00:36and a series of questions about her identity and connections to Pugo,
00:42were asked by Bamban Mayor Alice Guo.
00:44Six months after the raid,
00:46the allegations of human trafficking against the former mayor will now be brought to court.
00:51Alice Guo, or Guo Huaping, is now being sued by the DOJ for qualified human trafficking.
00:58This shows that there is prima facie evidence of reasonable certainty of conviction
01:04against Mayor Alice Guo and other respondents.
01:07As long as it shows that you have a connection to the establishment
01:10and organization of a business or a company that is involved in human trafficking,
01:16you can be sued for human trafficking.
01:19Guo admitted to the Senate hearings
01:21that she was the incorporator of Bawfu, where Zuniwan is located.
01:26In 2019, Guo bought the land where the compound is now located.
01:31But Guo sold shares in Bawfu before he became mayor in 2022.
01:37I am not a protector or a cuddler of Pugo.
01:40In her defense, Guo stated that it was wrong and misleading
01:45to say that she knew about illegal Pugo activities
01:48because she used to be a stockholder of Bawfu.
01:50But that contradiction is what the notary was accused of on August 14,
01:56a time when Guo was not in the Philippines.
02:00That is why the panel of prosecutors did not notice the alleged contradiction.
02:04We cannot deny that there were many delaying tactics
02:06that were used by the lawyers of Mayor Alice Guo.
02:08The most dangerous was the last thing they did.
02:10When the case was submitted for resolution,
02:12they filed a motion to reopen the case with a motion to admit counter-affidavit
02:16that we all know is a fake counter-affidavit.
02:19Guo's foreign business partners in the Bawfu land development are also being accused.
02:24The Chinese fugitive, Wang Ji Yang,
02:26and Jiang Weijin and Lin Baoying,
02:29who were involved in money laundering in Singapore.
02:31These are people who are notorious for scamming and money laundering.
02:35Now again, the crimes that are alleged to have been committed by Alice Guo
02:41would not have happened if these people did not enable her
02:46through their finances.
02:47Former Technology and Livelihood Resource Center Official Dennis Cunanan
02:52and several other respondents from Bawfu Land,
02:55Hongsheng Gaming, and Zunyuan Technology will also be faced with the case.
02:58Next week, non-bailable cases will be filed in Tarlac RTC.
03:03The DOJ asked the Supreme Court to transfer the cases to Metro Manila.
03:08Cunanan's lawyer said they did not expect the DOJ's decision
03:13because there is no evidence that Cunanan is involved.
03:17We are trying to get a statement from the field of other cases,
03:21but there is no response yet.
03:23Do you have the right to remain silent?
03:25This is separate from Guo's case of violation of the Anti-Graft and Corrupt Practices Act
03:30based on the arrest warrant he was faced with when he came from Indonesia
03:35and a commitment order, which is why he is now detained at the PNP Custodial Center.
03:40Now, Guo should be given an arraignment or trial in Tarlac RTC Branch 109.
03:46But they were not given an arraignment
03:48because of the order of President Judge Sara Vedania de los Santos
03:52to transfer the case from them to Valenzuela RTC.
03:56This was followed by Republic Act 10-660
04:00and Office of the Court Administrator Circular No. 10-2024,
04:04which states that a government official should not file a case in the judicial region
04:09where he works.
04:11According to the Justice Department,
04:12the nearest judicial region in Capas is Valenzuela.
04:17On Wednesday, the case will be raffled in Valenzuela RTC.
04:20Guo's lawyer has yet to provide a statement on the so-called text.
04:25Aside from qualified human trafficking and cases of graft,
04:28Guo is also facing cancellation of his birth certificate in Tarlac RTC,
04:33warrant in the Manila RTC and deportation case in the Bureau of Immigration.
04:38There are also allegations of money laundering and tax evasion
04:42here in the Department of Justice.
04:44In the PNP Custodial Center, Guo is still in custody
04:47because there is no order to transfer him to a prison.
04:50Sen. Rizo Onteveros also wrote Valenzuela RTC
04:54to allow Guo to attend the next Senate hearing on Tuesday.
04:58Guo's body double, Alya Scott, is also expected to appear in the Senate
05:04who arrived at the NBI earlier.
05:06Alya Scott is afraid for her safety.
05:09There was a motorbike that hit a stop in front of our house.
05:13When it left, I took a picture of it.
05:15But it was wearing a helmet.
05:17We also have two vans.
05:19All of them are men.
05:21One of them went to the terminal and the other one went to a nearby store.
05:25GMA Integrated News asked Alya Scott about the CCTV video
05:30where it was shown that she was in a Sambales
05:33to watch the people who were chasing the mayor.
05:36Alya Scott did not answer the questions.
