00:00Corroboration of a testimony is very important in any investigation and is what a resource speaker

00:06provided on an explosive claim against former President Rodrigo Duterte during the continuation

00:13of the House Quad Committee probe. Meanwhile, a former cabinet official may find himself detained

00:19anew after lawmakers called for his re-arrest. Mela Lesmora has more.

00:24Former President Rodrigo Duterte has been implicated in the killing of three Chinese

00:32drug lords in Davao Prison and Penal Farm in 2016. During the fifth public hearing of the

00:38House Quad Committee today on illegal pogos, illegal drugs, and alleged EJK, in the past

00:43administration, former Davao jail warden and now corrections senior superintendent Gerardo Padilla

00:49implicated the former president on the issue and confirmed the testimony

00:53made by inmate Lupoldo Tan, Jr. regarding the incident.

01:19The Bucor official also asserted that before the killing of three Chinese inmates inside

01:32the Davao prison, he received a call from former PCSO chief and then CIDG officer Roina Garma,

01:39informing him of the alleged operation against the three Chinese targets and ordered him not

01:44to question or interfere. Garma personally attended today's hearing and she firmly denied

01:49Padilla's claims. Several lawmakers then went on questioning Garma on other issues up to her

01:55connections with former President Duterte and appointing her to the PCSO.

02:14Later on in the hearing, Garma burst into tears after Public Accounts Chairperson Stephen Paduano

02:25moved to cite her in contempt for lying and evading relevant questions from lawmakers.

02:30The motion was approved by the joint panel and ordered Garma to be detained at the premises of

02:35the House of Representatives. Earlier, the Quad Committee also ordered the detention of former

02:41Presidential Spokesperson Harry Roque Añu for failing to submit vital records and documents

02:46to the joint panel. There is a question about the source of the money of Biancheng Corporation

02:53which belongs to Attorney Harry Roque and following his question, if he will not be able

02:58to prove the legal and valid source of this sudden increase of assets of Biancheng, then there is a

03:06reasonable ground to believe that indeed he is connected with POGO operation and this money

03:13possibly came from the POGO operation. Mr. Chair, as extensively discussed by Congressman Luistro

03:20stating the grounds why we are in the right as far as we are our requests for him to submit

03:26these documents and his continued refusal to submit these documents to this Quad Committee,

03:31Mr. Chair. I move, Mr. Chair, that we hold Harry Roque in contempt, Attorney Harry Roque in contempt

03:38for refusing to submit the documents subject of the subpoena de Sustecom and of which he has

03:44manifested that he was going to submit to this Committee, Mr. Chair. I so move, Mr. Chair.

03:49In an interview, Roque denied once again that he has links to illegal POGOs and asserted he will

03:55no longer attend Quad Committee hearings. He also defended former President Duterte.

04:01I think that in the whole country, what is happening in the Quad Committee is not an investigation.

04:07This is a witch hunt. This is a kangaroo court. Since they formed this, their only goal is to

04:13destroy Duterte and their allies. I am their ally.
