00:14This is Jesse Atienza of PTV Cebu in Detail.
00:17This is the retrieval operation carried out by the Bureau of Fire Protection in Barangay Tisa, Cebu City.
00:28The body of a minor was recovered after a perimeter fence was built this Sunday.
00:35A structure was given to seven families.
00:38According to the residents, they were just awakened to a loud sound of an explosion.
00:44The explosion was so loud that we couldn't hear anything.
00:48We were so scared that we couldn't even move.
00:53My wife and my son were there to help me.
00:57They helped me get out of the house.
01:01When I got out, my wife and son were rescued.
01:05I saw my wife's face.
01:07She was crying.
01:09She was in tears.
01:13Cebu City Acting Mayor Raymond Alvin Garcia immediately inspected the area and talked to the affected residents.
01:21Well, if there were permits that were issued or that have not been issued and then they went ahead with the construction, then that is already a violation.
01:41So they are now liable to our ordinances and our laws.
01:46It is still being investigated as to why the structure collapsed.
01:51Officials from the LGU also went to Barangay San Jose where another landslide occurred
01:58after a concrete wall collided with a house.
02:03A mother was injured while holding her six-year-old son who was barely rescued.
02:10Adonis was unable to reach his live-in partner, Claire Dos Dos.
02:15I was able to reach her.
02:17But my son was injured.
02:19I couldn't reach him.
02:21I couldn't reach him.
02:23I couldn't reach him.
02:25The LGU is now looking into the possibility of a structural defect in the collapsed concrete wall
02:31because the rain was light last week.
02:34I will repeat it.
02:35The structure collapsed.
02:38Based on the investigation that we will make, if there are findings that they are liable to,
02:44and again, violations to the laws have been committed,
02:48then we will file cases, either criminal or civil, against those involved.
02:56The acting mayor of Cebu City's LGU received personal financial assistance from the families of the victims.
03:03Financial assistance is now being distributed from the local government.
03:09From PTV Cebu, Jesse Atienza for Pambansang TV in Bagong, Philippines.
