00:09A battle over the sand is underway in Laguna Beach. A homeowner caught on camera telling
00:14beachgoers to get off her property. But the question tonight, is the beach public or private
00:20property?

00:28Yes, and Mike and Cher, let me tell you, these beachgoers were very upset by the way this
00:32woman treated them. And they'd say they spoke to some of her neighbors who told them that
00:37she does it all the time to beachgoers.
00:40It's not harassment on the beach, it's harassment in my home property. Get out of here.
00:47A Laguna Beach resident is captured on video screaming at a bunch of beachgoers who were
00:52on vacation from Oklahoma.
00:54Yeah, that's what happens when you're angry for no reason.
00:56Yeah, I'm angry. This is not an Instagram moment, please. You're in my property, get
01:02moving now. Now you're in my property line.
01:06We're told the incident occurred a week ago while a group of friends and family were visiting
01:11Victoria Beach in Laguna Beach.
01:13We were by the water. Our kids were building sun castles and we were kind of, the sun was
01:18already kind of setting. So we had decided to leave.
01:21Rosie Garcia tells us as they were packing up their stuff, the resident first confronted
01:26them and told them they weren't allowed to have a tent.
01:30So we were kind of like, that doesn't make sense because there's nothing wrong with having
01:34a sun covering at the beach as long as it's under six feet tall and six feet wide.
01:41Garcia says they continued to pack up their stuff to leave when the resident approached
01:46them again and began yelling to get off her property.
01:50Move it!
01:51We were six feet away from her property and the tide was really high, which is the only
01:56reason we were actually closer to the homes.
01:59Garcia says the woman started roping off an even bigger section of the beach beyond her
02:03roped fence line.
02:05We're trying to get our things and as she's coming closer, that's when she threw the rope
02:11and said that she was going to build a fence.
02:14Garcia's group found the whole thing very upsetting and Garcia contacted the Coastal
02:19Commission, who Garcia says told her they would investigate.
02:23Based off of the Coastal Commission, we weren't on her property and yeah, we were just, we
02:29were shocked.
02:30I couldn't believe it was happening.
02:31The city of Laguna Beach tells us they are aware of the incident and two park rangers
02:36paid the resident a visit Wednesday to inform her that such behavior involving property
02:42boundaries is unacceptable.
02:45That additional rope line has since been removed.
02:51And we did try to talk to this resident to get her a side of this story, but no one answered
02:56the door.
02:57Now, as for the being public or not, well, the Coastal Commission says that all beaches
03:03are public up to the mean high tide line.
03:07That's going to do it for me here in Laguna Beach.
