00:00The Philippine Coast Guard welcomed the arrival of the Vietnam Coast Guard in Manila.

00:05It is in the country for the first time in four days of joint exercises with the PCG,

00:21This morning, the CSB 8002 of the Vietnam Coast Guard arrived in the Port of Manila, Pier 15,

00:27for the first time in four days of joint training exercises with the Philippine Coast Guard.

00:32According to the Philippine Coast Guard Spokesperson Rear Admiral Armando Balilo,

00:36this is a good opportunity for a nurturing relationship with Vietnam.

00:41Vietnam is known as a rival of the Philippines in terms of Spratlys, and there are also rumors in China.

00:47But according to Balilo, the joint exercises of the two countries are not shown,

00:51but this is an example of showing that the two countries can help each other.

00:57This has nothing to do with our problem in the West Philippine Sea,

01:02and it is not focused on the issue.

01:09This is an example of the earlier visit of President Marcos and Admiral Gaban in Hanoi,

01:16where there is an agreement to build the relationship of the two countries,

01:22to preserve their common interests, and the strategic partnership.

01:26Balilo laughed, the Philippines and Vietnam have no problem.

01:30In fact, the two countries are still helping each other whenever there is an emergency,

01:34such as a flood, or any accident in the sea or by fishermen in the West Philippine Sea.

01:39In addition, no one can stop the Coast Guard from carrying out activities

01:44that are good for strengthening the force.

01:47The movement based on UNCLOS, we will let it go,

01:55but it will not prevent us also from activities like this.

02:00It is up to the International Tribunal to decide,

02:04but it should not prevent us from doing activities like visit, work visit,

02:10and other activities like people-to-people exchange, training.

02:16So those are things that are peculiar to the Coast Guard that the two countries can agree on.

02:22In the statement of Vietnam Coast Guard Region 2 Command Deputy Commander Senior Lieutenant Colonel Hwang Kwok Dak,

02:28the so-called first joint program of the two Coast Guards

02:31will give a broader understanding of their responsibilities in dealing with maritime law enforcement.

02:38I believe that this is an excellent opportunity for officers of the Philippine Coast Guard

02:43and the Vietnam Coast Guard to take part in an exchange of information

02:47and gain a deeper understanding of the diverse basis of their respective responsibilities,

02:52particularly in the area of maritime law enforcement.

02:55Coast Guard Commandant Admiral Ronnie Hill-Gavan

02:59joined the 2,400-ton CSB 8002 ship with 80 crews in the leadership of Hwang.

03:06Following the visit of the Vietnamese Coast Guard and a courtesy call to Hwang,

03:10there will also be a fellowship sports activity,

03:13search and rescue and fire and explosion training in Manila Bay,

03:16and a visit to the National Coast Watch Center and Marine Science Investigation Force Laboratory.

03:22The VCG will leave here in Port of Manila on August 9,

03:26after they surrounded the 83-meter offshore patrol vessel BRP Gabriela Silang,

03:31a debriefing, and a review of the joint project.
