Pagselyo sa mga valve at high-level alarm pipe sa lumubog na MTKR Terranova, tapos na;

Siphoning operations, sisimulan bago matapos ang dalawang linggo ayon sa PCG
Transcript
00:00We are now in Bataan because the sealing of the valves and pipes of the sinking motor tanker Terra Nova has been completed.
00:10But according to the Philippine Coast Guard, the siphoning operations cannot start yet.
00:16Why do we know this? From Ryan Leziguez.
00:22Fishermen are now arriving in Mariveles, Bataan
00:25because of the effects on their livelihood following the sinking of the MTKR Jason Bradley.
00:31It just came from the lay-out of Romy and his companions.
00:35But after a few hours of sailing, they caught almost 1 kilo.
00:40This is far from 20 kilos before the next sinking of the ship in Bataan.
00:46Aside from the smelly smell of the past few days, they also noticed the abundance of dead fish in the sea.
00:54There are big fish here.
00:56If you look here, there are a lot of fish.
00:58There are no fish here.
01:00That's our area.
01:02That's the other side of the corridor.
01:04From what we saw in Barangay Cab Cabin here in Mariveles, we can now see the place where the MTKR Jason Bradley sank.
01:14Some of the signs of the oil spill from the ship are like this life vest that turned black because of the oil spill.
01:24According to the barangay, almost 1,000 families in Barangay Cab Cabin were affected.
01:30They put improvised spill booms to stop the oil spill.
01:36Despite the oil spill, some are still bathing in the pool.
01:42This is the first time in this family that the children are bathing in the sea.
01:46Mark is also happy to bathe with his pet dog.
01:50The water is a bit cloudy.
01:52It's not like before when it was clear.
01:54But now, it's a bit cloudy.
01:58But the effect of the oil?
02:00There's nothing yet.
02:02The captain of the barangay, Reinaldo, admitted that he is already alarmed by the situation.
02:09Especially now that the siphoning of oil hasn't started yet.
02:13When it's time to get the oil, the ship won't be able to reach the coast guard immediately.
02:19When the oil reaches here, of course, the ships will get polluted.
02:26At the same time, our children will get sick here.
02:29The PCJ explained why the siphoning of almost 1.5 million liters of industrial fuel from MTKR Terranova hasn't started yet.
02:40The sealing of all valves and high-level alarm pipes in the sinking MTKR Terranova has already finished.
02:47The receiving tanker in Ground Zero is already positioned.
02:50They will first replace the metal caps of the capping bags that were first sealed
02:56so that the time needed for the oil to be sucked in will be longer.
03:00The metal capping will take a week.
03:03And another week will be counted before it can be fully installed.
03:08If we hurry with this operation, the whole Metro Manila,
03:13perhaps part of the whole Region 4A and Region 3 will be affected.
03:19This will have a massive effect on Manila Bay if we hurry.
03:24The PCJ deployed the Marine Casualty Investigating Team to conduct the investigation.
03:30We will continue to set up and collect data.
03:37And then we will analyze the violations incurred by these vessels.
03:43PDR RMO has recently recommended to the Provincial Government
03:48the sinking of the State of Calamity in the province of Bataan.
03:52But this has not yet been approved.
03:54It's not an easy decision to come up with the State of Calamity.
03:58There are parameters set by a specific guideline set by the National Government
04:04that we need to meet first before we can declare another State of Calamity.
04:08From Mariveles, Bataan, Ryan Liziguez for Pambansang TV in Bagong, Philippines.
