दिल्ली कोचिंग हादसे के बाद कई सवाल उठ रहे हैं. दिल्ली नगर निगम निर्माण समिति के पूर्व अध्यक्ष जगदीश ममगाई ने बताया कि मास्टर प्लान 2021 में बेसमेंट की अधिकतम गहराई का कोई मानक नहीं है. जिसका कोचिंग इंस्टीट्यूट वाले गलत तरीके से फायदा उठा रहे हैं.

00:35See, as far as the basement is concerned, if the basement is in a residential area,

00:41then there is no need for a map or permission for it.

00:45And you can use it as a store, as a godown or as a parking.

00:50As far as the coaching institute is concerned, the master plan for 2021 and the one for 2021-41 has been proposed.

00:58In the master plan for 2021-21, the coaching institute was considered in the residential category.

01:03Now, as it was considered in the residential category, the basement was also added to it according to the residential category.

01:10So, there is no need for a fire NOC or if the building is within 15 metres, then there is no need for any kind of NOCs.

01:19Only if there is a basement in a commercial building or a commercial mall, then all these permissions are granted.

01:28But there is no such provision in the coaching institute or residential accommodation.

01:32So, the basement in Rajnagar has been sealed.

01:38So, it is being told that it has been misused.

01:41So, how is it being told that it has been misused?

01:43And was it allowed more or less?

01:47No, it is correct that it has been misused.

01:50As I said, you can use the basement as a store, as a godown or as a parking.

01:56And if you want to find a space for it, then it can also be said that we are storing the book as well.

02:05Libraries are part of storing a book.

02:07But in this case, they have made the basement very deep.

02:12As far as I have seen, the basement has gone down to double the height.

02:17And the basement is at least 15-20 steps deep.

02:20This means that they have made a two-storey basement inside.

02:26And there they have made the seating arrangement.

02:29There they have made all the arrangements for the children to study.

02:33There was no arrangement for a shower or for water to come out.

02:37Maybe it was not because you cannot do permanent construction in the basement.

02:42That is why they have made a library through PVC sheets or partition.

02:49But they did not do permanent construction.

02:52And there was only one gate for the children.

02:54Another mistake was that they made a biometric system.

02:57What happened by making a biometric system?

03:00When the water entered, the biometric system, which is electrical based, got stuck there.

03:09And the children got scared.

03:11Some children showed courage.

03:13And some children tried to break the glass and made a way for themselves.

03:20But some children got stuck due to suffocation or fear.

03:25And three children died there in an unfortunate way.

03:30As it is being said that there is negligence of the MCD and the police.

03:35There was a complaint against the basement in the MCD.

03:38But no action was taken.

03:39How did all this happen?

03:40Yes, I agree that they modified the basement a little and misused it.

03:50Sometimes it happens that there are so few officials and Delhi is so big.

03:56And there are a lot of illegal constructions and illegal buildings in Delhi.

03:59So, you cannot keep an eye on every house.

04:04But in this case, the MCD will also be blamed.

04:07When the MCD commissioner was told a month ago, around June 26,

04:14there was a complaint that there is an illegal library here and children gather here.

04:20So, even after giving a complaint a month ago,

04:24if they have not taken any action through the MCD

04:28or have not instructed the related officials of the MCD to take action.

04:33We have been raising this issue for the past 30-40 years even before 2000.

04:41The DDA is a white community.

04:44White chairmen come from Karnataka, Chandigarh or any other state.

04:53But the problem is that the situation in Delhi is different.

04:57There are 2000 unauthorized colonies in Delhi.

05:00There is a resettlement colony in Delhi.

05:02There are a lot of illegal constructions in rural areas.

05:05And the situation in Delhi, as I was the chairman,

05:09when I saw that there are 55 lakh growing units,

05:12I came to know that more than 50,000 are legal.

05:14The rest are all illegal.

05:16There are anomalies in each one.

05:17So, Delhi is completely unauthorized in a way.

05:22In such areas, if you make a master plan from a bureaucratic point of view or a bureaucratic DDA

05:28and the central government notifies,

05:30but the ground reality is that the MCD has to take it down.

05:34And you have not given the MCD any rights.

05:36So, what happens with that is that the on-paper building by-laws that have been made,

05:41they sometimes come to the ground and destroy it.

05:44Because they don't care about it.

05:46And then people don't get their maps passed on the basis of it.

05:50And the situation is that more than 95% of the illegal constructions are not mapped.

05:57Because the rules are made in such a way that things do not get mapped in this way.

06:02It also depends on the fact that the whole building's foundation is connected to the basement.

06:07So, obviously, any sensible person will not make the basement so big

06:11that the floors above will be damaged.

06:14If the foundation is weak, then you have dug everything in the basement.

06:18And the foundation on the side has become light and weak.

06:21Delhi Cessna comes in four.

06:23If there is any earthquake tomorrow, then the whole building will be destroyed.

06:27So, that's why the basement is made small, according to the need.

06:32And if there is a problem with storage capacity or parking in Delhi,

06:36then many people do it for parking.

06:38The benefit of that is that they do not count the basement in FAR.

06:42If you use it for parking or you do not construct in it,

06:46then you can make a building of 15 meters apart from the basement.

06:52And the basement is considered to be clean.

06:54So, people get that benefit.

06:55The benefit was given to people because there is no parking or anything on the road.

07:00But why would it be needed?

07:02So, this is the remaining point.

07:04As you said that in the master plan of 2021, they were placed in the residential category,

07:09in the coaching center.

07:10But now it is a very big business, there is complete commercialization.

07:13So, should it be brought in the commercial category in the master plan of 2021?

07:16Can it be improved?

07:18Can the basement be used?

07:20No.

07:21The question is that the coaching institute should be seen from the point of view that it is a very big business.

07:27You get a lot of money in it.

07:31And a lot of people are involved in it.

07:34From the point of view of those who are earning money,

07:36and the children who are giving money, they are also involved.

07:40So, the master plan of 2021 has been approved by the DDA and also by the LG.

07:49But now the central government has placed GOM on it.

07:52We have also written a letter to GOM.

07:55The three ministers, the Home Minister, the Urban Minister and the Finance Minister,

08:00all three are its members.

08:01When the GTV incident happened last time,

08:05I had also written that the coaching institute should be supported by commercialization.

08:10Commercialization should be considered number one.

08:12Number two, there should not be 100% ground coverage.

08:15The premises should be open all around.

08:20It should be open all around so that the safety of the children should be ensured.

08:24CCTV, Fire NoC, Police NoC, all kinds should be there.

08:29More than 10-12 children should not be allowed inside.

08:34CCTV cameras should be installed in all rooms.

08:37There should be air ventilation.

08:39The building should not be allowed for coaching.

08:45So, this was Mr. Jagdish Monga who said that the coaching center should be brought under commercialization,

08:51which is still being run in the residency category.

08:54Because of this, it is being misused.
