00:00The Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, is being amended by the Dangerous Drugs Board
00:08to make it more sensitive to the right of the law,
00:12aside from the existence of a fund for the implementation of new regulations.
00:17This is what Noel Talacan has to say.
00:20The PEDEA-CALIBAR ZONE has been filled with more than 300 grams of shabu-shabu
00:29as of June 26.
00:31This is equivalent to Php 2,000,000.
00:34While the PEDEA-REGION 3 has accumulated more than Php 400,000 worth of shabu-shabu
00:43as of June 21.
00:45According to the Data of the Dangerous Drugs Board,
00:48as of 2021, 41.5,000 reported illegal drug cases were reported in the country.
00:57While in 2022, 90,000 persons deprived of liberty were jailed for illegal drugs.
01:07These data only show that the spread of illegal drugs is still ongoing in the country,
01:15despite the implementation of measures against illegal drugs,
01:20such as the Upland Tukhang in the previous administration.
01:24The Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, is also included.
01:31That is why the BDB is calling for the implementation of this law,
01:37which has been in force for more than two decades.
01:51The R.A. 9165 must be implemented
01:55if there is a fund for the implementation of the new policy.
02:00Because of the law enforcement,
02:02this will increase the supply reduction, public health, and recognition of human rights.
02:10For example, if we want a health-based focus when it comes to the implementation of our anti-drugs law,
02:18we advocate for a community-based drug rehabilitation program.
02:22If you look at the current law, there's no provision about the community-based drug rehabilitation program.
02:27For this to be implemented in the leadership of the United Nations,
02:32along with the private sector, advocates, Department of Justice, Department of Health,
02:38DDB, and other branches of the government,
02:41it is one of the Philippine Drug Policy and Law Report Summit.
02:47The purpose of this is to build policies to address illegal drug issues in the country.
02:53Because one thing that you can see from this summit is how the government of the Philippines
02:59made an effort to really include civil society, the private sector, different international partners,
03:05different departments from the government from the Philippines
03:10to really have a whole of nation approach on changing this approach to drugs.
03:15Remember, in the 2023 SONA of President Ferdinand Marcos Jr.,
03:20he said that he will continue the Anti-Illegal Drug Campaign in the country,
03:26but it will give a new face and it will be a bloodless campaign.
