Human Resources Minister Steven Sim joined three other Cabinet ministers in a special panel discussion during the National Training Week 2024 in Kuala Lumpur on June 27, saying that the ministry is eliminating bureaucracy and improve governance to attract global talent.

00:00Human Resources Minister Stephen Sim shared his views on retention of global talent and
00:08fielded questions in a rare panel discussion alongside three other ministers during the
00:13National Training Week on Thursday. He said the ministry had taken measures under the
00:18Rekayasa Kesuma theme to eliminate bureaucracy and improve governance to make Malaysia an
00:23attractive job market.
00:25I'm just going to give you three examples. Number one, Makamah Perusaan Malaysia. There's
00:29one task to a claimant's information search through the Rekayasa Kesuma process re-engineering.
00:36Now we have managed to reduce it from 30 days to three days. And we have also eliminated
00:41the RM15.40 cost per search. Jabatan Pembangunan Kemahiran, this is the department that issues
00:47out Malaysian Skills Certificates. Every year we issue about 80,000 certificates in various
00:53sectors to various organisation training providers. Meantime, in the past, one certificate
00:58processing time 60 days. Now we are going to reduce it to 14 days. Savings of 75% of
01:05cost by shifting this physical certification into digital certification. Finally, Perkeso,
01:11issuance of guarantee letter for hospitalisation. We are going to reduce it from three days
01:16to 24 hours. I think this is part of the big package of human capital and talent development
01:22in the country. Sim also pointed out to the hundreds of participants that good labour
01:27and employment practices are essential to attract global talent to Malaysia. He said
01:33while wages are an important factor, surveys among the younger generation revealed some
01:38favouring better working environments and flexible working arrangements. He said that
01:44is why the government now focuses on better pay, skills training, governance and social
01:49security. Investment, trade and industry minister, Tengku Datuk Sri Zafrul Abdul Aziz
01:56said many companies are looking at Malaysia as a hub, but without the right human capital
02:02and talent management. It is difficult for the country to realise its aspiration to become
02:07an industrialised nation. Higher Education Minister Datuk Sri Dr Zamri Abdul Qadir said
02:15the government is equipping graduates with the necessary skills, knowledge and experiences
02:20for current and future job demands. The National Training Week is organised by Human Resource
02:26Development Corporation in Kuala Lumpur from June 24 to 30, bringing together participants
02:32to experience a multitude of learning and development opportunities.
