The merger of the Malaysian Aviation Commission (MAVCOM) and the Civil Aviation Authority of Malaysia (CAAM) aims to reduce bureaucracy and improve the efficiency of the civil aviation service delivery system, especially in licensing services.

Transport Minister Anthony Loke Siew Fook said with the merger of MAVCOM and CAAM, the aviation industry no longer needs two bodies to regulate the country's civil aviation.

00:00For the information of all respected officials, the cancellation of the Suranjaya Law of Malaysian Aviation,
00:05the cancellation of 2024 is a government commitment on 11 December 2019,
00:11which agrees in principle so that the Malaysian aviation industry control body is combined
00:17and placed under one entity where MAFCOM is canceled,
00:21as well as all functions of MAFCOM are transferred to the Malaysian Air Force
00:26or the Civil Aviation Authority of Malaysia, CAM, with permission.
00:30The implementation of the rationalization or the combination of the control body of this aviation industry
00:36also involves the Act 771, the Act of the Malaysian Air Force in 2017
00:41and the relevant amendments are transferred and included in accordance with this matter.
00:46The government then on 5 April 2023,
00:49agreed to maintain the government's decision on 11 December 2019
00:54and then on 5 June 2024,
00:57agreed to amend the Suranjaya Law of Malaysian Aviation, the cancellation of 2024
01:03and the Law of the Malaysian Civil Aviation Authority, the transfer of 2024
01:08in the second condition of the third paragraph of the fifteenth parliament.
01:12The objective of the existence of Act 771 is to establish MAFCOM
01:17to monitor all economic affairs related to the civil aviation industry in Malaysia
01:22as well as to provide benefits for its functions and powers and related matters.
01:27In this relationship, MAFCOM has been officially established on 1 March 2016 under Act 771
01:34as a Free Aviation Suranjaya responsible for monitoring the economic and commercial aspects of the civil aviation industry
01:42as well as the protection of the rights of aviation users in Malaysia
01:45in order to make the civil aviation industry more advanced in terms of commercial,
01:50user-oriented and sustainable.
01:53This combination aims to reduce the bureaucracy
01:56and improve the efficiency of the public aviation service delivery system,
02:00especially in the service of passengers.
02:02The combination of MAFCOM and CAM Club will no longer require two separate control bodies.
02:08This single mechanism is also used in most countries that control the world's main air transportation sector
02:14such as the United States, the United Kingdom, Germany, Singapore and China.
02:19This combination will also be able to optimize the use of human resources and available funds
02:25as well as to improve the efficiency of the public aviation service delivery system.
02:30The implementation of MAFCOM distribution through the law is carried out in a comprehensive way
02:35through the public aviation service delivery session together with the relevant parties
02:39such as CAM, MAFCOM, Ministry of State, Ministry of Public Safety,
02:44Ministry of Domestic Trade and Cost of Living, Ministry of Finance and Ministry of Economy.
02:49This matter will be summarized during the implementation of the law
02:52by the Malaysian Public Aviation Authority in 2024.
