Tsina, walang karapatang manghuli sa West Philippine Sea ayon sa National Security Council
Transcript
00:00 The National Security Council promised to protect the Filipino fishermen in the West Philippine Sea
00:07 in the other side of the China's catchment line.
00:09 Meanwhile, the Philippine Coast Guard released the evidence of illegal activity of the Chinese fishermen
00:16 since 2016.
00:19 This is what Patrick De Jesus reported.
00:21 The National Security Council ordered the Filipino fishermen
00:27 not to be arrested and to continue their search for life in the West Philippine Sea.
00:33 In front of this is the Chinese Coast Guard's order to arrest illegal fishermen
00:39 who enter the South China Sea, including those who have already entered their territory in the West Philippine Sea.
00:45 Under the regulation approved by China, it will start on June 15.
00:50 The detention without trial will last for 60 days.
00:54 If the NSC will arrest the Filipino fishermen, the government will protect them.
00:59 The Philippine Coast Guard and the Philippine Navy are here to help you.
01:04 You should continue what you are doing because the law and the government of the Philippines are behind you.
01:11 The NSC said that the China Coast Guard has no right to arrest them and that it is just a threat from China.
01:18 The President also said that it is not acceptable.
01:22 That kind of action would be completely unacceptable to the Philippines.
01:26 We, of course, once again, I do not talk about operational details,
01:33 so you will leave it to us.
01:36 But the position that we take is that that is unacceptable.
01:42 And we will take whatever measures to always protect our citizens.
01:49 These regulations cannot apply to the exclusive economic zone of coastal states like Vietnam, Malaysia, Brunei, Indonesia,
02:00 or the Philippines, or any other country for that matter.
02:03 These new Chinese Coast Guard regulations is nothing more than part of China's scare tactics to intimidate and coerce its Asian neighbors.
02:14 It is provocative, escalatory, and increases the tensions in the South China Sea.
02:25 The Philippines will not be intimidated nor coerced by the Chinese Coast Guard.
02:31 We will never succumb to these scare tactics.
02:35 Meanwhile, the Philippine Coast Guard has publicly disclosed the activities of the Chinese miners in Scarborough or Panatagshul since 2016.
02:45 The PCG has now obtained the giant clams that were caught in 2019.
02:52 Not only that, the Chinese service boats have also docked the seabed of the Baudemars Inlook to look for the octopus.
03:00 The Pufferfish, Stingray, and Seashells have also been caught.
03:05 The clams are said to be the only ones that were found dead.
03:10 The PCG and NSC said that this is just a proof that China has been destroying the marine environment in Panatagshul for a long time.
03:19 What we are saying is not true. The aggressive actions of China, destroying the environment, harassing the Filipino fishermen,
03:32 all happened during this administration. The objective of this is to give the right information to the Filipino people.
03:41 According to the PCG, these pictures and videos were submitted to the Office of the President and National Intelligence Coordinating Agency during the Duterte administration.
03:53 If this was actually done, the PCG said, the NSC challenged China to open the Baudemars Inlook for exploration to prove that they did not destroy the marine environment here.
04:07 They are the ones that are there right now. They are preventing us from going inside the lagoon.
04:14 So that in order for the world to find out if China indeed has fulfilled its obligations under international law,
04:22 let's open the Baudemars Inlook to international scrutiny.
04:26 We can ask third-party environmental groups or even the United Nations to do a fact-finding mission
04:33 to determine the environmental situation in the Baudemars Inlook.
04:38 The government will use the pictures and videos obtained as evidence in the investigation of the additional cases against China.
04:46 Patrick De Jesus for Pambansan TV in Bagong, Pilipinas.
