00:00 In a bold act of advocacy, renowned environmentalist and innovator Sonam Wangchuk recently embarked
00:16 on a three-week hunger strike.
00:19 His mission was to demand statehood for Ladakh and its inclusion under the Sikh schedule
00:24 of the Indian constitution.
00:26 Although Wangchuk concluded his strike on March 26, he made it clear that his battle
00:33 is far from over.
00:34 With unwavering determination, he continues to call upon the central government to safeguard
00:40 the delicate ecosystems of Ladakh's Himalayan mountains and preserve the rich indigenous
00:47 tribal cultures thriving within them.
00:51 The Sikh schedule of the Indian constitution grants autonomous powers for the administration
00:56 of tribal areas in Assam, Meghalaya, Tripura and Mizoram.
01:02 Enshrined within Articles 244-2 and 275-1, its provisions establish autonomous district
01:10 councils (ADCs) aimed at protecting the indigenous and tribal communities.
01:16 Assam, Mizoram and Meghalaya each have three ADCs while Tripura has one.
01:22 In Assam, these three areas include the North Kasher Hills District, the Karbi Angulong
01:28 District and the Borderland Territorial Area District.
01:32 Meghalaya's ADCs encompass the Khasi Hills District, Chennitya Hills District and Karo
01:37 Hills District.
01:39 In Mizoram, they comprise the Chakma District, Mara District and Lai District.
01:44 While Tripura's ADC is the Tripura Tribal Areas District.
01:49 According to the Sikh schedule, each autonomous district is mandated to have a district council
01:54 comprising a maximum of 30 members.
01:56 Additionally, there will be a separate regional council for each area designated as an autonomous
02:02 region.
02:04 The governor holds the authority to determine the territorial boundaries of these districts
02:08 and regions.
02:10 Furthermore, the governor is responsible for establishing the rules governing the district
02:14 councils and regional councils.
02:17 In consultation with existing tribal councils or representative tribal organizations within
02:22 the respective autonomous districts or regions.
02:26 These councils are empowered to enact law pertaining to land occupation, allotment and
02:32 use excluding reserved forests.
02:35 They also have jurisdiction over non-reserved forest management, agricultural water uses,
02:41 regulation of cultivation practices like Jhum, establishment of village or town councils,
02:47 administration thereof, inheritance laws and social customs.
02:51 Both district councils and regional councils possess legislative, executive, judicial and
02:57 financial powers, although these powers may differ from one state to another.
03:03 However, any laws enacted by these councils must receive the governor's assent.
03:09 The sixth schedule of the Indian constitution has beast out upon tribal communities the
03:14 autonomy to uphold their customs and culture.
03:18 It has enabled them to preserve their distinct identity and heritage, safeguarding their
03:23 independence from the broader societal norms and ensuring the continuity of their rich
03:29 cultural legacy.
