00:15 humanitarian catastrophe.
00:17 In Poland, farmers resumed demonstrations
00:23 against the European Union's policy
00:24 of importing sheep agricultural products from Ukraine.
00:28 [ALARM BEEPING]
00:31 And in Haiti, several armed criminal groups
00:33 attacked the National Police Academy in Port-au-Prince
00:36 amidst the sharp escalation of violence.
00:38 Hello and welcome to "From the South."
00:46 I'm Alejandra Garcia from Telesur Studios in Havana, Cuba.
00:49 We begin with the news.

00:57 The United Nations Relief and Works Agency
01:09 for Palestine Refugees in the Near East, UNRWA,
01:11 has described the food shortage in Gaza
01:13 as a nutritional crisis and part of a wider
01:16 humanitarian catastrophe.
01:18 UNRWA's spokeswoman, Tamara Alfari Al-Rifaei,
01:21 said from Cairo that the situation is so dire
01:24 and desperation so high that any truck crossing becomes
01:28 an attraction for the hungry.
01:30 According to Al-Rifaei, 90% of the population in Gaza today
01:34 faces a high level of acute food insecurity.
01:37 She said access to northern Gaza has been a real challenge.
01:40 The UNRWA's spokeswoman added that Israeli authorities have
01:44 rejected more than half of the United Nations' requests
01:47 to bring food, medical supplies, and clean water
01:50 to the north, and the UNRWA has not
01:52 been allowed to reach the area since January 23.
01:56 At least 30,717 Palestinians have been killed,
02:00 and 72,156 wounded in Israeli attacks in Gaza
02:05 since October 7.
02:06 But what do the experts say about the famine declaration
02:14 in Gaza?
02:15 The resolution of famine existence
02:17 requires analysis through a technical process,
02:19 and only government authorities and top UN officials
02:23 can declare one.
02:25 Food insecurity experts working on the Integrated Food Security
02:28 Phase Classification, or IPC, identify a famine
02:32 in an area on the basis of the existence of three conditions.
02:36 First, at least 20% of the households most faced
02:40 face an extreme lack of food.
02:42 The second requirement is when at least 30% of children
02:46 suffer from acute malnutrition.
02:48 And third, and the last, the conditions
02:50 are presented when at least two adults or four
02:53 children for every 10,000 people die
02:56 each day from a starvation or disease linked to malnutrition.
02:59 In an updated report of the situation on Gaza presented
03:07 by the Food and Agriculture Organization at the UN based
03:10 in the IPC projections, it is stated
03:13 that the 100% of the population in the area,
03:16 it's on IPC phase three or above,
03:19 which means that households either have food consumption
03:22 gaps reflected by acute malnutrition
03:24 or are marginally able to meet minimum food needs,
03:28 but only by depleting essential assets
03:31 or through crisis coping strategies.
03:33 Main findings in the report as of 7 February
03:37 are the entire population in Gaza
03:39 faces high levels of acute food insecurity
03:42 inside of a situation of crisis or wars.
03:45 At the same time, over 50% are in emergency phase,
03:49 and at least one in four, which would be 500,000 people,
03:54 faces catastrophic conditions experiencing
03:56 extreme lack of food, starvation, and exhaustion
03:59 of coping capacities.
04:01 We go to Palestine now, where our correspondent in Gaza,
04:10 Huda Hegazi, gives us details on a day
04:13 when the Israeli occupation army denied entry of trucks
04:16 with humanitarian aid to northern Gaza.
04:20 After the massacre carried out by the Army of Israel
04:23 last week in Gaza City, specifically in Arashid Street,
04:27 at the time that the Gazans were waiting for humanitarian aid
04:31 to enter the northern area of Gaza City
04:34 and were meeting on the streets near the coastal area.
04:37 And at the time, the troops of the Army of Israel
04:41 proceeded to bombard them, taking
04:43 the lives of approximately 120 people.
04:47 After this massacre, the United Nations World Food Program,
04:51 which they were responsible for transporting these trucks
04:55 to the north of Gaza City, they had
04:58 decided to stop their actions and their work of transporting
05:02 these food and trucks in northern Gaza City for fear
05:06 that the Israel army would again commit further
05:09 massacres against the Gazans.
05:12 But however, after the famine situation
05:15 and the situation of the humanitarian massacre being
05:18 experienced by the Gazans in these areas,
05:21 they have decided today to resume
05:24 this work and mission of moving these trucks in the northern
05:28 area of Gaza City.
05:30 On Wednesday, they had prepared a convoy consisting
05:33 of 14 humanitarian aid trucks, which
05:36 include mainly food to go to the north of Gaza.
05:40 It should be noted that when the convoy was about
05:43 to pass through the checkpoint in the area which Israel had
05:47 set to separate the Gaza Strip into two,
05:50 precisely after waiting for more than three hours
05:54 to verify these trucks only include humanitarian aid,
05:59 Israel has refused entry of these trucks
06:02 and has proceeded to return them to the south area,
06:05 preventing the necessary humanitarian aid
06:08 from reaching the north area in Gaza City.
06:11 In this context, the Palestinian Ministry of Health
06:14 has condemned this act that has been carried out by Israel,
06:19 just precisely due to, on Wednesday,
06:22 a local report assured that 18 Gazans have lost
06:25 their lives in the north and Gaza City for lack of food,
06:30 malnutrition, dehydration.
06:32 And in the meantime, also was confirmed
06:35 that some of them were children and elderly people
06:38 with chronic disease.
06:40 And it has been announced that Israel continues
06:43 to prevent the entry of these foods
06:45 into those areas of the Gaza Strip.
06:48 In this sense, Palestinian Ministry of Health
06:51 warned that the number of martyrs,
06:54 the number of victims of lack of food from farming
06:57 could increase in the coming days, even in the next hours.
07:03 West of the city of Rafah, a group of Palestinian youth
07:06 and volunteers staged an event to mark the 150th day
07:10 of the genocide in the Gaza Strip.
07:12 The event was attended by several children and women
07:15 who raised banners calling for an end to the conflict
07:18 in the Palestinian enclave.
07:20 The Israeli bombardment of Gaza has displaced 85%
07:23 of the population in the midst of a severe shortage of food,
07:26 drinking water, and medicine, causing
07:29 the death of more than 30,000 people and around 70,000
07:33 wounded.
07:33 I came as a volunteer to tell the world
07:42 not to stop talking about Gaza and not to stop sending aid.
07:46 I want to tell you how our lives have been turned upside down.
07:51 We used to live a somehow dignified life.
07:53 Now we live in camps and fight for a piece of bread
07:57 and drinking water.
07:58 This is something we have never experienced before.
08:02 We are not dreaming.
08:03 This is a real nightmare.
08:04 Let's take a short break.

08:23 Welcome back.
08:31 In Poland, farmers hold a new day
08:33 of protest against the European Union's policy
08:35 of importing sheep agricultural products from Ukraine.
08:38 Agricultural workers caravan with their tractors
08:41 through the streets of the capital city of Warsaw
08:44 as part of the mobilization.
08:46 Another group of farmers gathered
08:47 near the office of the Polish Prime Minister Donald Tusk.
08:50 A physical confrontation between farmers and the police
08:54 took place in front of the office
08:55 when several protesters tried to break through the protective
08:59 fences and enter the building.
09:01 These rallies were repressed by the police, who fired tear gas
09:05 at the demonstrators.
09:06 Farmers demand measures to cope with the rising
09:09 cost due to the influx of Ukrainian grain
09:12 and the impact of environmental regulations.
09:15 [SIREN]
09:18 In Russia, at least 18 people were injured and three
09:23 are missing after a fire at the Shanogar thermoelectric plant
09:27 in southern Siberia.
09:28 Once at the accident site, the governor
09:32 of the Republic of Tuva, Vladislav Jovalik,
09:35 declared the fire under control and revised the casualty figure
09:39 of words.
09:40 Jovalik informed that a total of 18 people were hospitalized,
09:43 some of them six seriously and nine of medium consideration.
09:47 He also pointed out that three people out
09:50 of a total of 21 who were on duty are currently missing.
09:54 The regional government specified
09:56 that there was no damage to the four
09:57 boilers of the thermoelectric power plant
10:00 and they are still operational.
10:03 However, they had to turn off the central heating
10:06 in the city for a moment.
10:13 China surpassed 8.4 billion cross-regional travelers
10:18 during the Lunar New Year holidays, the largest
10:20 annual migration in the world.
10:22 The Transportation Ministry reported
10:24 that the country's railroad lines made approximately 480
10:28 million trips, while the highways reached 7.83 billion
10:33 trips.
10:34 Chinese authorities highlighted the improvement
10:36 in organization, transportation, and security
10:39 amid the first massive celebration since China lifted
10:42 restrictions used during the COVID-19 pandemic.
10:45 The Lunar New Year 2024 holidays, known as Shunzhong,
10:49 ended on March 5th and lasted for 40 days.
10:52 On Wednesday, the special summit of Australia
10:59 and the Association of Southeast Asian Nations
11:02 concluded in Melbourne.
11:03 Participants called for stability
11:05 in the South China Sea.
11:07 A statement issued by the summit called
11:09 on all countries of the world to avoid any unilateral action
11:12 that endangers the peace, security,
11:14 and stability of the region.
11:16 For his part, the Australian Prime Minister Anthony Albanese
11:20 declared that any activity in the South China Sea
11:22 should ease any kind of tension.
11:25 In another context, the summit took the opportunity
11:28 to condemn Israel's actions against the Palestinian
11:31 people in the Gaza Strip and called
11:33 for a permanent ceasefire.
11:35 Former US President Donald Trump and incumbent Joe Biden
11:38 are advancing their candidacies for the White House
11:41 after Super Tuesday, when more than 15 states participated
11:44 in the primaries to define the Democratic and Republican
11:47 candidacies.
11:48 Both Trump and Biden won important delegates
11:51 in states such as California, Virginia, North Carolina,
11:54 and Iowa.
11:55 On the Republican side, Trump prevails with around 1,051
12:00 delegates, compared to 86 for Nikki Haley, his closest
12:04 contender.
12:05 While President Joe Biden accumulates 1,568 delegates
12:10 after winning in all the Democratic races,
12:13 except for the territory of Samoa.
12:15 Both politicians are advancing in their nominations
12:18 despite the judicial measures against Trump
12:20 for his participation in the assault on the Capitol
12:23 on January 6, 2021, and the popular rally
12:26 of the White House to support the Israeli genocide
12:29 against Palestine.
12:30 Former US National Ambassador Nikki Haley
12:32 will do on Wednesday what was anticipated,
12:35 suspending her Republican presidential campaign,
12:38 clearing the way for former US President Donald Trump
12:41 to win the party's nomination this year.
12:43 Although by Trump's resulting primaries and polls,
12:46 Haley never reported on the election,
12:48 she has been active in the White House since the election.
12:51 She has been a key figure in the White House's campaign
12:54 and has been a key figure in the campaign's campaign
12:57 since the election.
12:58 While Trump's primaries and polls
13:00 Haley never represented a danger, she put up a fight.
13:04 But Super Tuesday was the final straw.
13:06 The ex-governor of South Carolina
13:08 barely managed a victory in Vermont
13:10 during the decisive day of the electoral calendar,
13:13 while the ex-president yesterday pocketed at least 14 states
13:16 that held primaries, among them California and Texas,
13:20 the ones that contribute the most delegates.
13:23 Haley's campaign has been a success,
13:25 but she has not been able to win the election.
13:27 She has been a key figure in the campaign
13:30 since the election, but she has not been able to win the election.
13:34 She has been a key figure in the campaign
13:36 since the election, but she has not been able to win the election.
13:40 She has been a key figure in the campaign
13:42 since the election, but she has not been able to win the election.
13:46 She has been a key figure in the campaign
13:48 since the election, but she has not been able to win the election.
13:52 She has been a key figure in the campaign
13:54 since the election, but she has not been able to win the election.
13:58 She has been a key figure in the campaign
14:00 since the election, but she has not been able to win the election.

14:52 Welcome back to From the South.
14:56 Haiti's multi-dimensional crisis worsened by the hour
15:00 as paramilitary groups control over 80% of the capital
15:03 and prevent Prime Minister Ariel Henry, currently in Puerto Rico,
15:07 from returning to the country.
15:09 The Prime Minister's hopes to return dwindled
15:12 as flights to Haiti are currently banned.
15:15 In late February, Henry left the nation to travel to Guyana
15:18 for a curriculum summit, where he announced general elections
15:21 for August 2025.
15:23 From there, the Prime Minister travelled to Kenya,
15:26 where he signed with President William Ruto an agreement
15:29 to send 1,000 police to Haiti.
15:31 However, since last Thursday, the crisis has worsened
15:34 with the report of several shootings in Port-au-Prince
15:37 and the release of thousands of inmates.
15:39 The violence has caused the displacement
15:41 of more than 15,000 people.
15:44 On Sunday, government authorities declared a curfew
15:47 and a state of emergency.
15:48 The head of armed criminal groups in Haiti,
15:51 Jimmy Chiriciere, known as "Barbecue",
15:54 threatened a bloody civil war if the Prime Minister does not resign.
15:58 We will fight Ariel until the last drop of blood.
16:07 We will fight Ariel Henry until he resigns.
16:10 I am ready to make an alliance with the devil,
16:13 ready to sleep in the same bed as the devil.
16:18 On the other hand, the commander of the Haitian National Police,
16:21 Franck Helbet, highlighted the commitment and courage
16:24 of the officers to defend the civilian population.
16:27 I salute the courage of our brave policemen and women
16:34 who continue to risk their lives to protect the population
16:36 and prevent the country from collapsing.
16:39 We are fulfilling our constitutional duty
16:41 to protect and serve society to prevent its collapse.
16:44 The police have so far been the main victim
16:46 of the increase in crime in Haiti.
16:49 In this context, uncertainty is growing among citizens
16:54 who do not feel secure and do not believe
16:56 that the situation is going to get better.
16:59 Now it's the gangs that control the country.
17:02 They can become precedent because this situation
17:05 is not good at all.
17:07 The United Nations Security Council is holding
17:12 an emergency meeting Wednesday on the situation in Haiti,
17:15 ravaged by gang violence that threatens civil war
17:18 unless Prime Minister Ariel Henry resigns.
17:20 United Nations Secretary General Antonio Guterres
17:23 this week called for urgent action in particular
17:26 by providing financial assistance
17:28 to the multinational security support mission.
17:31 United Nations representative in Haiti, Marisa El Salvador,
17:34 will brief the Security Council on developments remotely
17:38 at its closed-door meeting scheduled for Wednesday afternoon.
17:42 Armed gangs which control large parts of Haiti
17:44 announced last week a joint effort to overthrow Henry
17:48 and since then the airport, prisons, police stations
17:51 and other strategic targets in the capital Port-au-Prince
17:54 have come under attack.
17:56 I've been working in and on around Haiti for 30 years now
18:04 and I've never ever seen it this bad.
18:06 It's absolutely catastrophic.
18:08 It being the human rights situation,
18:10 the humanitarian situation,
18:12 the lack of any kind of political anything,
18:15 discussions, negotiations.
18:17 Haitians face water shortages amid escalating violence
18:22 with paramilitary groups in the capital.
18:24 Metropolitan Port-au-Prince
18:26 is facing a shortage of drinking water.
18:28 The crisis persists again,
18:29 where several families in the neighbourhood
18:31 will fill their containers despite the sharp increase
18:35 in the prices of this vital liquid.
18:37 In less than three days,
18:39 the price of water has risen 25%
18:42 due to the closing of several water distribution stations
18:45 in the city.
18:46 As with water,
18:47 some basic necessities have experienced
18:49 an excessive increase in price since mid-February.
18:53 In the meantime,
18:57 Dominican Republic Civil Aviation Board
18:59 issued a resolution in which immediately suspends
19:02 the operations of passengers and cargo flights
19:05 to and from Haiti.
19:06 In this sense,
19:07 the Dominican government is based on Article 9
19:10 of the International Convention,
19:12 which allows the state to reserve air traffic
19:15 in circumstances that compromise safety.
19:18 Commercial flights from the Dominican Republic
19:20 have been suspended since last Friday
19:22 due to the increase of criminal groups violence in Haiti.
19:26 In the context of ongoing violence in Port-au-Prince,
19:32 Kenyan President William Ruto told US officials
19:35 that his troops could be ready to leave
19:37 within 72 hours to support Haiti.
19:39 This statement follows the signing
19:41 of a bilateral agreement between Kenya and Haiti.
19:44 The White House,
19:45 while counting on Kenya's commitment,
19:48 rules out any deployment of US forces
19:50 pledging to accelerate the multinational support mission.
19:54 However, despite the urgency of the situation,
19:56 financial obstacles stand in the way
19:59 of Kenyan troop deployment.
20:01 President Ruto stressed that without adequate funding,
20:03 his troops would not be able to leave the country.
