00:00 The discount of senior citizens and persons with disabilities will be increased to P500 per month for groceries and other primary purchases.
00:08 This is what House Speaker Martin Romualdez said after he was appointed to the Department of Trade and Industry.
00:14 This is effective before the end of March.
00:16 At present, the discount of senior citizens and PWD is P260 per month or P65 per week for groceries that are worth P1,300.
00:29 A reminder from DTI, the discount includes basic goods and prime commodities such as rice, bread, meat, fish, chicken, and others.
00:39 Romualdez said that the discount should be increased because of the rising price of groceries.
00:44 And in the next month, the target is to achieve P125 per week or P500 per month for grocery discounts for senior citizens and PWDs.

01:10 Good morning Asec. What is the goal of the stakeholders in implementing the increased weekly grocery discount for our seniors?
01:18 At present, DTI has prepared the proposed amendment of what we call joint administrative order,
01:28 wherein it is stated that our senior citizens have a 5% special discount on basic necessities and prime commodities.
01:39 It is a joint administrative order because we are included in this issuance, the Department of Agriculture for agricultural products and the Department of Energy.
01:52 After we received the suggestion of the House regarding the proposed amendment to increase the discount for senior citizens,
02:04 we held a meeting immediately. DTI called a meeting with the Department of Agriculture, Department of Energy, BIR and several government agencies.
02:18 After the meeting, we prepared the proposed draft in DTI.
02:24 Now, it is being studied by all the agencies involved, including the Department of Agriculture and the Department of Energy.
02:35 We gave a timeline to the agencies to give their comment or suggestion on the draft joint administrative order.
02:45 After the comment of the DA and DOE, we will issue the draft joint administrative order to ask for comments and suggestions of the stakeholders,
03:00 including the public, retailers, manufacturers, all those affected by the increase of discount for our senior citizens.
03:12 But we are happy to report that so far, the proposal to increase the discount for senior citizens from P65 per week to P125 per week,
03:26 we did not receive any blockade or opposition. So far, everything is in accordance with the proposal to increase the discount for our senior citizens.
03:39 What we are studying before we issue the joint administrative order is how the items included in this draft order.
03:49 Do you have a clarification, for example, on rice, let's ask for the feedback of the Department of Agriculture,
03:57 if the imported or premium grade is included in this draft order. The same goes for canned goods and other products, if premium brands are included.
04:08 We will also include in revising the joint administrative order, the defining of the items included in the 5% special discount.
04:20 We will also include in the joint administrative order, as a reference to the reports we receive about the purchase booklet.
04:31 Because just like what we discussed last time, we have a lot of senior citizens who cannot get their discount if they cannot show their purchase booklet in the store.
04:46 So in the joint administrative order we are discussing, we will include the option to make the purchase booklet electronic and not a paper booklet.
05:00 As I recall, the discount is already in place for those in the lower house. Is it possible to avail the discount for the services and the purchase of medicines?
05:07 For medicines, the 20% senior citizen discount is already in the law.
05:16 What we are discussing in the joint administrative order is the special discount for the basic necessities and prime commodities.
05:26 For example, the main groceries we see in the grocery, canned goods, bread, condiments, soap, and there are Department of Agriculture products like rice, meat.
05:47 Assec, what will happen if the 1 month is not yet over, the 500 pesos available grocery discount of a senior citizen is already in place for the benefit of our seniors?
05:57 Yes, there is a limit. At present, our limit is 65 pesos per week without carryover.
06:06 It means if we do not get the 65 pesos discount, the next week, it will still be 65 pesos and will not be added.
06:17 That's what it means without carryover.
06:19 Now, in our proposal to increase, the weekly limit will now be 125 pesos.
06:27 It's still the same, there is no carryover.
06:30 The next week, the discount will still be 125 pesos whether or not we get rid of the 125 pesos last week.
