00:00 For the first time, the petitioner who was present in front of the Senate
00:04 was present in the signature form for the People's Initiative.
00:07 But he was denied by a member of the group that is in favor of the Charter Change.
00:11 Ian Cruz has the report.
00:13 The signature form for the People's Initiative is under the name Anthony Abad
00:20 to change the Constitution.
00:22 Earlier, he was in front of the Senate.
00:24 He was denied by a member of the group that is behind the Signature Campaign.
00:29 I'm really not part of the Charter, not organizationally or a member of it.
00:34 My role is really as an advisor on constitutional reform.
00:38 His name is in the form because the petitioner's signature is alphabetical.
00:44 He also admitted that he was in favor of Speaker Martin Romualdez
00:47 and other congressmen in December.
00:49 Noel Oñate is with them, the lead convener of the Charter Group.
00:53 It's just problematic to me because I actually have the transcript of Mr. Oñate's testimony
01:01 during the last hearing during which he said,
01:03 "Anthony Abad is with us in the professional sector of the Charter."
01:07 Romualdez denied that he was involved in the purchase of the Charter or any illegal activity.
01:12 He also clarified that he just gave a statement and had nothing to do with the signature campaign.
01:18 Aside from the signature campaign, he also issued a signature for the TV ad "El Zapuera".
01:24 Senators asked Oñate to list the donors in the ad that amounted to P55 million,
01:30 but he refused to give it.
01:32 For additional information of the committee, our contributors were also invoking their right to privacy.
01:40 He said he returned the P27 million worth of donation
01:45 to donors who refused to introduce themselves to the public.
01:48 He also said that he took P28 million from his bank accounts.
01:53 When they entered this advocacy,
01:58 they should not be ready and proud to say that they are fighting for this Charter change,
02:07 this People's Initiative.
02:09 It is surprising to see that they no longer believe in the advocacy that they have signed.
02:16 Donors should reveal themselves unless the funder is really different.
02:20 The group also criticized the lack of registration in the Senate for the Securities and Exchange Commission or SEC.
02:26 In fact, the signature no longer exists as of February 10, 2004. Is that correct?
02:33 Their certificate of registration has been revoked since February 10, 2004.
02:37 Since the time of their incorporation, they have not submitted any reportorial requirements with the SEC.
02:44 According to the SEC, the group that signed the agreement with Abad did not submit its incorporation.
02:51 On the other hand, Oñate's lawyer is still fixing the corporate registration of the SEC,
02:56 but they submitted a document online.
