00:11 The UN envoy in Libya, Abdullah Ibtatti, continues to work actively
00:16 on a new initiative to restart an electoral process for the sixth time.
00:22 The goal is to bring together the main political actors
00:25 around a dialogue table and address the divergences before hypothetical elections.
00:31 Among the participants are the presidential council,
00:34 the House of Representatives, the leaders of the national army,
00:37 the government of the national unity and the high council of state.
00:41 The only obstacle remains, there are many,
00:43 the House of Representatives has expressed reservations
00:46 because it does not appear in a government of stability.
00:49 Political factions, especially in the south of Libya,
00:52 have also categorically rejected the UN initiative.
00:56 Despite the approval of electoral laws by the House of Representatives,
01:01 in accordance with the constitutional amendment 13, the disagreement persists.
01:06 Abdullah Ibtatti is confronted with multiple criticisms,
01:09 some stemming from his own statements,
01:13 notably related to electoral law.
01:16 At his recent exhibition in front of the UN Security Council,
01:19 he expressed reservations about this electoral law
01:22 that had been approved by the Parliament and formulated by the 6+6 Commission.
01:26 The accusation, according to which Batilli would have then exceeded his authority
01:30 and interfered in Libyan affairs,
01:33 has been carried out by Libyan politicians,
01:35 personalities such as Akil Hassan, President of the House of Representatives,
01:39 who have accused him of wanting to interfere in Libyan legislation.
01:43 We could argue that the UN special envoy
01:47 is trying to initiate, through this new initiative,
01:50 not so much a return to the situation in the past,
01:52 as an electoral process that had already been put in place in 2021.
01:56 It was not great, the opinions were divergent,
01:59 the remarks and the criticisms were numerous,
02:01 but it deserved to exist.
02:02 In any case, it deserved to bring together a presidential electoral process.
02:06 Since then, Libya has been at the cutting edge.
02:08 The divergences of positions between political personalities,
02:11 each anchored in a dilemma of trust, complicate Batilli's task.
02:15 In fact, we always come back to the same story,
02:17 as soon as an outside intervener tries to interfere in Libyan drama,
02:21 even with the best will in the world, it gets stuck.
02:23 We will never say enough, and we repeat it,
02:25 it is the enemy brothers of Libyan drama who have the keys to the case.
02:29 And only they, the international aid to its limits,
02:31 that of the sovereignty of its authors and its political actors,
02:35 who are the political actors of Libya.
