00:23 I'm very happy to be here in this center.
00:27 As you probably know, this center was born out of an idea of President Kagame.
00:32 This was the time when the whole world could see on the media
00:37 the terrible images of the detention centers in Libya,
00:41 where many people were suffering from all over Africa, many different African countries.
00:46 I think President Kagame was at the time president of the African Union.
00:50 So he made a statement, he said Rwanda wanted to help.
00:54 And I subsequently spoke to him and we agreed, he agreed,
00:59 that we should establish a mechanism whereby people that
01:04 we can get out of those prisons, of those detention centers,
01:11 could find a place to regroup, to be taken care of,
01:15 and then from here find solutions from them, mostly in third countries.
01:20 So this is how we have this emergency transit mechanism.
01:24 We only have two in the world, one in Rwanda and one in Niger.
01:29 These are the two countries that came forward and said we want to share this responsibility.
01:37 I really want to say, to express my gratitude to President Kagame,
01:43 and to the government and the people of Rwanda,
01:46 for having accepted to take this responsibility.
01:49 It's a huge responsibility to have hundreds of people here on your soil,
01:53 in your nation, and host them during this difficult time.
01:58 And we are fully engaged, as I have seen today, in finding solutions for them.
02:05 Most of them will be able to go to third countries,
02:08 and we will find solutions for all the other ones as well.
02:12 I want to use this opportunity also to say how grateful I am
02:16 to the Minister of Emergency Management,
02:19 because they are our main interlocutors and partners,
02:23 and also they run this center together with our support.
02:27 I am very happy to be here in Rwanda,
