00:58 Senior officials, distinguished ladies and gentlemen.

01:05 Excellencies, co-chairs, it's a great pleasure and honor to participate in this summit of

01:18 the Forum on China-Africa Cooperation in my double role as chairperson of the African

01:26 Union and President of Rwanda.

01:32 Allow me to thank the government and the people of the People's Republic of China for the

01:42 warm hospitality we have enjoyed in Beijing.

01:54 I also commend President Xi and President Ramaphosa, our co-chairs, for the careful

02:04 preparation of this landmark event.

02:12 The relationship between Africa and China is based on equality, mutual respect, and

02:20 a commitment to shared well-being.

02:25 This was our starting point 18 years ago when the Forum on China-Africa Cooperation was

02:35 established.

02:38 Since then, China's actions have demonstrated that a stronger Africa is seen as an opportunity

02:50 to invest in rather than as a problem or a threat.

03:00 And China has continued to lead the way in showing what is lost in not engaging and partnering

03:13 with Africa.

03:15 Today, the Forum has grown into a powerful engine of cooperation, fully aligned with

03:26 Africa's Agenda 2063 and the Sustainable Development Goals.

03:36 China's engagement in Africa has been a deeply transformation, both internally and with respect

03:47 to Africa's global position.

03:54 That's why we now want to reinforce and scale up the Forum in order to maximize the benefits.

04:05 The expanded cooperation framework presented by President Xi fully reflects our common

04:15 understanding of the future of our community.

04:23 We will intensify work on industry, ICTs, infrastructure, and trade.

04:34 We will also open up new pathways of collaboration on environmental protection, health care,

04:45 people-to-people exchange, and peace and security.

04:52 Working more closely together to assess implementation progress on a regular basis will further enhance

05:02 the quality of this process.

05:07 Applying those insights will take the Forum from strength to strength in this cycle and

05:17 in subsequent ones.

05:21 It is time for Africa to step up as well.

05:27 We must increase our sense of ownership of joint programs, improve project management,

05:38 and increase participation by the African private sector.

05:53 It is also incumbent upon us to articulate our continent's priorities clearly and consistently

06:04 with a focus on connectivity to global markets.

06:11 Africa's wish is to be a full and integral part of the Belt and Road Initiative.

06:22 I am happy to inform you that the reformed African Union will serve as a more effective

06:34 focal point going forward.

06:39 The health and productivity of the bonds between Africa and China are self-evident.

06:51 Let there be no misinterpretation on that score.

06:58 Africa is not a zero-sum game.

07:04 Our growing ties with China do not come at anyone's expense.

07:15 Indeed, the gains are enjoyed by everyone who does business on our continent.

07:29 Nonetheless, as in any major undertaking, we should always strive to improve our performance.

07:42 Tackling important matters in a spirit of friendship can only enhance the sustainability

07:51 and impact of our efforts while enabling us to relate to other parties with assurance.

08:04 This responsibility does not concern one side only, but all of us equally.

08:13 Building the capacity of African institutions to transact and monitor more effectively is

08:21 what will make the biggest difference.

08:26 I cannot close without saluting President Xi Jinping's personal engagement.

08:37 Since taking office, he has visited every region of our continent.

08:56 Including, countries of every size and economic profile.

09:05 Including my own country, Rwanda.

09:14 We had the honour to host President Xi, our continent, on his fourth and most recent trip

09:27 just a few weeks ago.

09:31 This commitment speaks to the vigour and reliability of our relations.

09:41 China has proven to be a win-win partner and a sincere friend.

09:56 We look forward to building on this solid foundation to reach the shared future of openness,

10:07 prosperity and peace that our peoples want and must have.
