00:16 further trim the bureaucracy and facilitate the delivery of services or expedite the work

00:24 In a huddle last week in Malconyang, the president stressed the need for an identification or

00:29 determination of national government functions and core services which could be handed down

00:34 or devolved to grassroots governance.

00:37 The funding and implementation schedule of the functions and output based on LGU capacity

00:43 and in accordance with minimum standards set by cabinet agencies shall be identified and

00:48 defined after the work and services of the LGUs have been spelled out.
