00:00 The President of the Philippines, Ferdinand R. Marcos Jr. issued a few proclamations and orders
00:06 that will grant amnesty to the members of the Makak, Kaliwang Grupo and Rebeldeng Moro.
00:13 In the statement of the Presidential Communications Office,
00:16 it is a part of the comprehensive peace initiatives of the Marcos Jr. Administration
00:22 based on the proclamation numbers 403, 404, 405 and 406, including the groups granted amnesty,
00:32 the Revolutionary Party of the Philippine Workers,
00:36 Revolutionary Proletarian Army, Alex Boncayau Brigade or RPMP/RPA/ABB,
00:44 CPP/NPA/NDF, Moro Islamic Liberation Front and Moro National Liberation Front.
00:51 Under Executive Order No. 47,
00:55 it is amended to the EO No. 125 Series of 2021 or the creation of the National Amnesty Commission.
01:05 According to Malacanang, the new EO is intended to change the duty of the National Amnesty Commission
01:12 to include the process of application of amnesty of the group of rebels.
01:20 Meanwhile, it is not included in the amnesty cases of kidnap for ransom,
01:27 massacre, rape, terrorism, crimes committed against chastity and illegal drugs.
01:35 Among those not included in the amnesty,
01:38 the ones who committed the heinous crimes in the Geneva Convention of 1949,
01:43 including genocide, crimes against humanity, war crimes, torture and other gross violations of human rights.
