00:20 Whenever there is a census, the Philippine Statistical Authority conducts a house-to-house survey to gather information on the residents.

00:32 The community-based monitoring system or CBMS is the one that does this.

00:35 The PSA has a questionnaire that answers the house-to-house survey, especially for communities that are in need.

00:41 The data is used to monitor policies and programs on the economy and poverty, such as aid.

00:49 The CBMS questionnaires are written with the name, address and birthday of the residents of a house and contact details, such as phone numbers and email address.

00:58 The CBMS was confirmed to be hacked.

01:01 The PSA said that the data was copied or downloaded from the database.

01:04 Only 42 gigabytes of data were copied from 2021 to 2023 from 600 municipalities across the country.

01:13 The bank account numbers were not obtained, so the financial information was not provided.

01:16 The authorities have a lead on who hacked and what programs were used.

01:21 We cannot discount the possibility that it is an inside job. But right now, evidence shows that it's not internal.
