Stopping Voltage is the voltage between the cathode and the metal surface, in a vacuum, that can stop it producing an electric current. The emphasis here is not to produce an electric current. So, it is possible that the photo electrons are still formed, but the photo electrons are not able to reach the other end of the plate.
