Transcript
00:00 In the rice issue, an ordinance is now being proposed in Cebu City.
00:05 This is the provision of a half-rice option in the menu of the food in the city.
00:09 This is to save more on the budget and avoid wasting rice.
00:14 The center of the news from Jesse Atienza of PTV Cebu.
00:18 Customers are entering the market.
00:24 And of course, it's in the afternoon, especially if there's hot rice.
00:29 But according to the server, Ramil, a lot is wasted after eating.
00:35 A lot is left, especially in the rice.
00:38 Yes, sir. I'm the one who's wasting it.
00:41 Because if we just throw it away,
00:45 and we give others food,
00:52 we're saving it.
00:53 Others will be wasted if we just throw it in the trash.
01:01 This is one of the reasons why Cebu City Councilor Mary Anne De Los Santos
01:07 is proposing the first ordinance of the city in 2014.
01:12 This is the Rice Conservation Ordinance.
01:15 It states that all food, restaurants and fast food chains
01:21 should have a half-rice option in their menu.
01:24 If you go to the restaurants now, it is not part of their menu.
01:29 Half-rice is not part of their menu.
01:32 So if you put half-rice there, you have an option.
01:36 Some, they order one cup of rice, but they cannot finish it.
01:41 According to the ordinance,
01:43 if the food chain is going to be wasted,
01:45 they should not put half-rice in their menu.
01:48 The problem is, in the past 10 years,
01:52 this ordinance has not been implemented.
01:55 You know, had they implemented this 9-10 years ago,
01:59 this could already be a normal course of all chain of restaurants,
02:05 whether you're Class A, Class B, Class C, D, E.
02:09 But, you know, it's just putting in your menu half-rice.
02:13 So this is what I'm trying to tell everyone.
02:16 I deliver this privileged speech because let's go back to the basics.
02:21 It's practically the conservation issue.
02:24 Some, however, disagree with the ordinance,
02:27 especially now that the rice supply is a problem in the country.
02:31 For me, sir, I think the half-rice ordinance should be implemented here in Cebu City.
02:39 So that it can be saved. What if other customers eat and want to have half-rice?
02:47 So, it's okay.
02:49 Yes, the ordinance is okay for them.
02:51 According to the people of Cebu,
02:53 even if this ordinance is not a direct solution to the problem of rice in the country now,
02:58 it is still a hindrance if everyone will be united to save money.
03:04 From PTV Cebu, Jesse Atienza, for the nation.
03:08 That's a buy in.
