00:21 we are the climax of the first
00:22 part of today's event and
00:25 we're launching the Gimpa Law
00:26 Alumni Association. I'd call on

00:30 Honorable Kodjoe Ponkroma, to
00:31 do us this great honor. Please

00:36 Thank you. So, Honorable
00:42 Ministers of State, Rector,
00:45 Dean, distinguished guests,
00:47 ladies and gentlemen, the first
00:49 part of my task is the very
00:50 simple one where I declare that
00:55 it is launched. But before I do
00:56 that, there's a few remarks. As
00:59 I was mentioned, we will stay
01:01 behind and connect with old
01:03 mates and I've seen quite a
01:04 good number of my classmates
01:05 here. There's a place we used
01:06 to eat around Westlands and
01:08 we've decided that tonight
01:09 that's where we're going to
01:10 eat. But the Gimpa Law story is
01:13 one that we can all be proud of,
01:14 starting with the faculty and
01:17 then the efforts to attract the
01:20 Ghana School of Law campus here
01:23 to Gimpa campus. So there were
01:26 those of us who did the faculty
01:27 and then the School of Law
01:28 program here as well. And then
01:31 recently, the Professor Mills
01:33 Center for Law was also set up
01:35 here to add to the various
01:37 things that are being done. And
01:39 I think that's also good
01:40 testimony to the good professor.
01:42 I want to invite the Rector and
01:45 the Dean to join me. I'm told
01:47 that we have to count down to
01:49 three while paying attention to
01:50 the screen and then the Gimpa
01:53 Law faculty will launch itself.
01:56 So if we pay attention to the
02:01 screen and if you join me, we
02:03 will count down three, two, one
02:07 and declare the Gimpa Law
02:10 faculty alumni duly launched.

03:38 I am honored, first of all, to
03:40 be back here at Gimpa today, a
03:42 place that holds a very special
03:43 place in my heart. And on
03:45 behalf of all my colleagues in
03:46 the alumni who are here, we are
03:48 grateful to you for the
03:49 investment that you made in us.
03:51 And we assure you that we will
03:52 do our best to serve our nation
03:54 with the skills that you imbued
03:55 in us.
03:56 When Dean Ajman Budu explained
03:58 why the faculty wanted me to
04:00 deliver this lecture, my mind
04:02 went straight to one of my
04:04 recent experiences. It was in
04:07 August 2019. I had just entered
04:10 a high-level meeting around 4
04:12 p.m. at the energy ministry.
04:14 Two hours earlier, a decision
04:16 had been made to suspend the
04:18 agreement between ECG and PDS.
04:22 I was here at this meeting to
04:25 be briefed on the decision. And
04:28 then following the brief, I was
04:29 to come up with how the nation
04:31 should be informed. And at the
04:33 same time, assure the people of
04:35 Ghana that this decision will
04:37 not cause disruption to jobs
04:39 and salaries.
04:41 The first thing I remember was
04:43 asking myself a few questions.
04:45 Legally, who is mandated to
04:47 suspend this agreement? And who
04:50 should be briefing the country
04:52 about this matter? How do I
04:54 answer the questions that I will
04:56 be asked following this? And as
04:58 I go forward to say that it will
05:00 not lead to a disruption of
05:01 salaries and jobs, am I even
05:03 sure that this decision will not
05:05 affect jobs and salaries? How
05:08 does a decision like this affect
05:10 the future of Ghana?

49:02 The number one agenda
49:04 sector is government.
49:06 It is believed that government has
49:08 the resources.
49:10 Sometimes the opposition will come
49:12 into the fray.
49:14 Government generates whatever
49:16 issues that need to be discussed.
49:18 But it is the media
49:20 that picks it
49:22 and mirrors the society
49:24 and then leads the society to understand
49:26 which part of the economy is government
49:28 tackling most and tackling less.
49:30 ISD played a central role.
49:32 And mind you,
49:34 many of the communication was political.
49:36 You had a situation in this country
49:38 where a deputy minister
49:40 was telling
49:42 ISD people that
49:44 they should go and lie.
49:46 If the pen is black, they should say it's white.
49:48 And if the government gave
49:50 10,000, they should say it's 50,000.
49:52 Which of course is not impossible because
49:54 these are civil servants.
49:56 So there were
49:58 these mindsets. They would sidestep
50:00 ISD and go to their own communicators.
50:02 It needs to be re-engineered.

51:40 insightful lecture. Indeed, I learned
51:42 a lot from it. My
51:44 own understanding of
51:46 agenda setting had been
51:48 influenced by what
51:50 we hear. In
51:52 recent times, we hear things like
51:54 some particular
51:56 journalists being agenda
51:58 setting individuals, but in a negative
52:00 sort of sense, like
52:02 agenda and things of that sort,
52:04 which I know you know what I'm talking about.
52:06 But my first question to
52:08 you would be, in light
52:10 of the
52:12 agenda setting theory, that theoretical
52:14 framework that you used in your
52:16 delivery, at what point
52:18 would you say that
52:20 in communicating governance
52:22 you or
52:24 whoever is given that task
52:26 should say, "I got it
52:28 wrong," or "We got it wrong.
52:30 We are sorry."
52:32 So, there are different
52:34 parameters. First, I'll deal with the matter of
52:36 agenda setting, and then I'll deal with
52:38 admissions.
52:40 So, agenda setting
52:42 is not a bad thing. In fact, if you speak to
52:44 any media practitioner, they'll tell you that the first
52:46 part of their job is to set the agenda.
52:48 Because the media is the one that determines
52:50 what you see on the front pages, what you
52:52 hear on the radio, what you'll be thinking about. And like I
52:54 tried to demonstrate, you can have a thousand things
52:56 going on in Ghana in a particular
52:58 week, in that particular week.
53:00 It was one-sixth of the things that was
53:02 going on that had to do with the probe
53:04 in Parliament. And the other five
53:06 things which we believed
53:08 were developmental, helping
53:10 the country, and pushed very hard
53:12 to be covered, the media will
53:14 tell you, like some of the media persons told us,
53:16 "This one won't get me the audience. This one won't
53:18 get me the audience. So that's what I want to
53:20 see in my life." So,
53:22 the media admits, you know,
53:24 agenda setting, but
53:26 I think my point is that government should not
53:28 be shy of getting involved
53:30 in agenda setting. Because the only way you can
53:32 communicate governance properly is by participating
53:34 in agenda setting. It is
53:36 a question of the tools at your disposal
53:38 to help set
53:40 the agenda. And some of those tools are legal,

54:26 We get briefs
54:28 every evening based on what we think
54:30 is going to make the headlines the next day.
54:32 We get issues raised,
54:34 and then we try to get information.
54:36 If you don't get the right brief, you may
54:38 go out and say X or Y or Z, only
54:40 to find out the following day
54:42 that what you put out was incorrect.
54:44 At that point, you should be able to say,
54:46 I got it wrong.
54:48 There are times also when you may genuinely not get it wrong,
54:50 but somebody else in the political ecosystem
54:52 wants to create an impression
54:54 that you got this one
54:56 wrong, and therefore you should
54:58 admit and apologize.
