00:00 Another police officer who was involved in the traffic accident was caught on video.

00:04 The police officer was holding a gun while the injured rider was being tied up.

00:09 The rider also had a gun and introduced him to a retired soldier.

00:17 While this man was trying to stop a rider in the middle of the road in Bacati City

00:25 using his stick and knife,

00:27 the rider was tied up by a man while the injured rider was being pulled out of the road.

00:34 According to the Pasay Police,

00:36 the man was a man named Staff Sergeant Marson Dulipas.

00:40 He was about to go to work when the rider was seen carrying a gun.

00:45 While he was confronting the rider, he was pointing a dirty finger at him and he was shot.

00:49 He was about to pull out a gun.

00:51 The police did not hit his hand.

00:58 They were already tying him up.

01:02 Dulipas was released and transferred to the admin holding unit of Pasay City Police

01:08 while the Bacati Police were investigating his crime.

01:11 If what he said is true, he saw the gun in plain view,

01:14 it's the duty of a police officer especially when you're a civilian and you have a gun.

01:20 Once he saw the gun, he automatically checked the authority of the firearms.

01:27 The rider was Angelito Rencio,

01:30 who showed his ID as a retired Army Intelligence Personnel

01:34 while he was in the Bacati Police Substation 3.

01:36 He asked his family to go home to get the documents of the gun he was holding

01:41 that the police gave him.

01:43 The commander of the Bacati City Police Substation 3 and their desk officer were removed from their positions.

01:49 They were charged with administrative charges.

01:52 The desk officer was charged with negligence because he was allowed to go home.

01:57 Captain Mabait was charged with co-responsibility.

02:02 When we showed the documentation of his gun and his identity,

02:08 we saw only one ID. I don't remember. It's not convincing for me.

02:14 The Philippine Army said that they did not identify Rencio.

02:18 Usually, even if we are retired, we have records that we can validate.

02:23 It means that the identity or ID is fake. We do not condone such actions.

02:29 The Army will assist in the investigation of the police.
