00:00 Tropical storm Hillary made landfall in California on Sunday, the first storm of its kind to
00:07 hit Los Angeles County since 1939. It triggered flesh floods in mountainous and desert areas
00:14 of the state. The city of Palm Springs typically gets only around four and a half inches of
00:19 rain in a year. But videos on Sunday showed cars driving through flooded streets, and
00:25 it was forecast the area could get six to ten inches from Hillary.
00:30 "A bit unprecedented. We've had storms before, but never anything quite this windy and rainy
00:35 at the same time. I have a friend who just saw a 60-foot carport get blown off of his
00:42 neighbor's house and carried four houses up. And there are also a few very large downed
00:48 trees around the area."
00:50 Authorities on Monday declared a state of emergency for much of Southern California,
00:55 with flesh flood warnings in effect. Los Angeles Mayor Karen Bass said the areas expect more
01:02 heavy downpours to come.
01:04 "The city has opened the most emergency temporary shelters for unhoused Angelenos experiencing
01:10 homelessness to provide relief from extreme weather since at least 2020. And we will continue
01:17 to address these issues. Right now, it is critical that Angelenos stay safe and stay
01:23 home unless directed otherwise by safety officials."
01:28 Hundreds of flights in San Diego, Las Vegas and Los Angeles were canceled. Classes in
01:33 San Diego and Los Angeles, the two largest school districts in the state, were also suspended.
01:39 California Governor Gavin Newsom on Sunday said President Joe Biden ordered federal agencies
01:45 to move personnel and supplies into the region. And as Storm Hillary was closing in, a 5.1
01:51 magnitude quake also shook the region. There were no immediate reports of injuries.
01:57 Before Hillary made its way to California, it swept past the Baja California Peninsula
02:02 in Mexico. One person died amid reports of flesh flooding. Nearly 1,900 people were evacuated
02:09 to shelters, according to Mexico's army.
