00:20 We are live at some centers across the nation to gauge the mood there.
00:27 Also this afternoon we ask whether the office of attorney general was aware of the Sicilia
00:33 de Parmesan case when it was at the juvenile court as document cited by Jody's revealed
00:39 there was no amount specified as stolen.
00:43 Now also a mess raging confusion in Niger, options of a possible evacuation linger.
00:49 We will speak to some analysts on thoughts of this decision.
00:53 We also have business, sports and showbiz all in this package.

01:16 Now the basic education certificate examination has begun.
01:20 We understand that the first paper has already ended.
01:24 Now we also understand that a total of 600,714 candidates comprising 300,323 males and 300,391
01:36 females from 18,993 basic schools are participating in this examination.
01:47 The number of candidates that registered for this year's BEC is 8.8% higher than the 2022
01:55 entry figure of 552,276.
02:02 Now let's take you around the nation and understand or gauge the mood of how the exams in is across
02:10 the regions.
02:11 Let's take you to the central region first or rather let's take you to the border east
02:16 region where Anas Sabit is joining us via zoom now to bring us up to speed on what exactly
02:21 is happening.
02:22 Anas, grateful for you to join us here.
02:25 What can you report for us as in how the exams has been since morning?
02:30 I have been monitoring the sites across the system and the facility.
02:37 I also know that across the region we have some 19,323 candidates writing out of this
02:45 year's BEC.
02:46 We have 9,596 boys and 9,736 girls.
02:53 We have 76 centers across the 11 districts and narrow it down to the Peshawar municipality
03:00 where we have some 14 centers with a total of 5,125 candidates within the municipality.
03:09 We have told also that the number has increased by some 600 candidates compared to the figure
03:16 that registered or participated in the exercise last year.
03:19 And this according to municipal authorities, particularly the municipal education director
03:23 Mr. John Amita is an improvement of how, you know, we have more candidates within the municipality
03:32 participating in the exercise.
03:33 So far we have not recorded in unfortunate incidents all the candidates.
03:39 Most of the candidates from the centers we have visited are participating in the exam.
03:45 I only know of one center where we have told some two absentees, you know, all being boys
03:51 didn't participate in the exam and then one nursing mother was also, you know, in the
03:57 house after the time we visited the center.
04:00 So largely the exercise has been successful, smooth so far.
04:04 We are yet to record any unfortunate incidents within the municipality and the region at
04:09 large.
04:10 >> All right.
04:11 In terms of attenders, you are saying that there are some absentees.
04:16 Region wise, do we know the absentees?
04:20 >> You know, when it starts, it is after the first paper that the examiners or the supervisors
04:26 will be able to take account of those who have absented themselves.
04:31 So at the time we monitor the first paper, that is the one we just -- we are yet to record
04:39 the regional paper or the municipal paper.
04:42 I'm sure by the close of today we should be able to, you know, feed our viewers and listeners
04:48 the numbers that have absented themselves so far as this particular exam is continuing.
04:55 The attendance has been massive compared to the same period last year.
05:00 >> Okay.
05:01 All right.
05:02 So keep monitoring for us so that we can come to you on any updates that comes today.
05:08 But just before I let you go, are you aware whether the regional minister has begun any
05:16 tours of these centers?
05:17 >> Yes.
05:18 The regional minister has been touring the north and south, you know, districts where
05:26 we are told to get out of the regional education.
05:29 We are monitoring the access, especially in the rural areas within the two districts.
05:35 So that is being done in the Kitsiman municipality where I am currently, you know, monitoring
05:42 the access also.
05:43 The member of parliament for the Kitsiman south constituency, Martin Aguilera-Sacosa,
05:48 has also done the same.
05:50 He has also distributed some mathematical states to all candidates within the municipality.
05:56 Over 5,000 of them have also given mathematical states to help motivate them as well as, you
06:03 know, help them write the exam.
06:04 So that is where we can report on our personal base.

06:18 Let's move to other stories now.
06:22 Documents cited by Joy News Review, the Sicilia Dapao mason cash scandal was initially filed
06:29 at a juvenile court.
06:31 Despite a list of mason items captured in the documents and the alleged theft of an
06:36 unspecified amount of money, the suspect was only charged with unlawful entry.
06:41 This latest information adds to the unending confusing fact surrounding the alleged stealing
06:47 of huge sums of money from the residence of the former sanitation minister.
06:51 Joseph Akoble reports.
06:52 >> Attorney general's opinion on the documents revealed the case was reported in June 2023
06:59 despite the alleged theft taking place in October 2022.
07:03 He noted that despite claims of a police complaint and arrest of one of the suspects in October
07:08 2022, there was no information at the Tesano police station supporting this arrest, complaint
07:14 or any investigations.
07:15 Joy News has however cited court documents filed at a juvenile and family court in Accra
07:20 on 1st December 2022.
07:22 Prosecutors curiously charged the domestic staff who was then age 17 with the offense
07:27 of unlawful entry and being on the premises for unlawful purposes.
07:32 This begs the question why this crucial information is lost in the attorney general's opinion,
07:36 which analyzes the docket and concludes no evidence of a report or investigation by the
07:42 Tesano police was available on record.
07:45 This is because the latest information shows that not only did the police investigate the
07:49 matter, but they actually filed charges in courts.
07:53 The question was put to Deputy Attorney General Alfred Tsiayeboa.
07:56 The docket that was submitted to us had nothing about a case pending in any juvenile.
08:03 The only hint we had in that docket was that a report was made to the police at Tesano.
08:11 And so in terms of a prosecution going on in the juvenile court or in a circuit court,
08:17 we are not aware.
08:18 Let's now listen to lawyer Albert Jemphie of Toto Illegal Services who spoke to my colleague
08:24 Vanessa Boubédou-Lanza on Newsdesk earlier.
08:26 Rest with the attorney general.
08:30 No other institution in Ghana has the power to prosecute criminal cases other than the
08:34 attorney general.
08:36 And when it comes to matters like this, especially those which raise a lot of public concern,
08:41 the attorney general is mindful of the evidence that it is supposed to submit before the court.
08:46 And note that the attorney general is not an investigative body.
08:49 It is only a prosecutorial body.
08:51 The investigation is to be done by the police.
08:53 So in loose sense, the police supply the attorney general with the information for prosecution.
08:58 So if the police feel that the, sorry, the attorney general feel that information supplied
09:02 to them is not adequate, I don't see anything wrong with the AG calling the attorney general
09:08 to conduct further investigations to aid it in prosecution.
09:12 It is a usual thing that happens in criminal prosecutions.
09:15 And this is not a rarity.
09:16 I agree perfectly with the attorney general.
09:20 There is something in law we call double jeopardy.
09:23 Now double jeopardy simply means that a person cannot be prosecuted for the same offense
09:28 more than once and other offense that you could have conveniently been charged under
09:33 the first prosecution.
09:34 So for instance, if you place someone before the juvenile court and you try the person
09:38 for, let's say, unlawful entry, and the person is either convicted or acquitted, you cannot
09:44 bring other offenses that you could have conveniently charged the person in a different charge sheet.
09:50 So if you presented the people before the juvenile court, I think that information was
09:55 very critical that you let the attorney general know that these people are standing trial
10:00 before the juvenile court so that the attorney general would discontinue that prosecution
10:04 and recharge them for all the offenses before the new court now.
10:08 But so far, there are two cases pending against the same persons in two different courts.
10:14 And if one of them should end, the other one cannot be tried.
10:18 And I think that information should have been brought to them.
10:20 And once the AG has highlighted that, the police should just take it in good faith and
10:25 learn from it.
10:26 Prosecution is technical.
10:28 And when you have technical person drawing your attention to some lapses in it, I think
10:32 that should be accepted in good faith.
10:34 - Father Storys now and the Ghanaian Embassy in Niger is exploring the possibility of evacuating
10:42 Ghanaian citizens as President Akufo-Addo.
10:45 And his West African counterparts leaders are set to make a final decision on deploying
10:50 soldiers to restore constitutional order in Niger.
10:53 A meeting will be held today between leadership of the Ghanaian community and officials of
10:58 Ghana's embassy in Niami to explore the possibility of an evacuation exercise.
11:03 Colonel Festus Abadie is a retired military officer and has drafted a report on scenarios
11:08 of air coercive intervention in Niger.
11:11 He has been sharing some insight with your news.
11:14 - Participate in different ways.
11:16 Direct participation in the intervention is one option.
11:21 Providing some logistical intelligence, sharing and so on is another option.
11:27 Or advocating for what I was told by your producer, the guilty assumption.
11:33 In other words, we adopt a more cautious approach and we emphasize more of diplomacy, of dialogue,
11:41 of mediation and negotiation rather than just going in with guns blazing to resolve a political
11:48 constitutional crisis in a country with the use of force.
11:52 It comes with a lot of risk.
11:54 And I think Ghana needs to sit down and appraise the situation vis-a-vis the decision of ECOWAS
12:00 and determine whether its participation directly in the military intervention is in the national
12:09 interest of this country.
12:10 - We want a secure border.
12:11 We want trade to go on.
12:14 Not long ago we heard that about $40 million or so onions are traded between Nyami and
12:20 Gilead.
12:21 That trade will just disappear.
12:22 The traders will be out of business.
12:23 Those who need the onions will not be able to have the onions and so on.
12:30 It will have a lot of consequences or impact on restaurants and so on.
12:37 So it's not just a very simple matter that we're going to go in.
12:42 Given our location geographically, our proximity to Niger, even though we cannot go directly
12:50 to Niger and we can't go through Burkina because Burkina will not allow us to have
12:57 a safe passage, we need to go through Benin.
13:01 And Benin itself has suggested any country that takes part in the intervention could
13:07 pay a price.

26:41 - Now as the second clinic of the Ecobank Journey's Habitat Fair concludes with excitement
26:46 at the West Sails Mall, vendors are already looking forward to additional three new fairs
26:51 in Tema, Takrade, and Kumasi.
26:54 According to the general manager in charge of sales and customer service at Multimedia
26:59 Group Limited, David Max Fugger, these new fairs in the three cities will provide vendors
27:05 and patrons with additional opportunities to expand their customer base ahead of the
27:09 main event in November.

27:45 And so I will be speaking with some of the exhibitors here to find out from them what
27:49 product they have and how that can benefit their prospective customers.
27:55 - We are offering free video intercom and free GSM alarm to our patrons who walk in

28:05 - And then we'll do the second one in Takrade.
28:07 And then we'll come back in November for the grand one.
28:10 So we are changing it this year based on the success of the two clinics we've had so far.
28:15 So and then we'll give it that national appeal.
28:17 This year we are going to go to the Western region to make sure that we cover the Golden
28:22 Triangle, Accra, Kumasi, and Takrade.
28:24 We are going to be in Kumasi in October and then we'll come back to Accra for the grand
28:29 one in November.
28:30 - Reacting to these, vendors and patrons believe the decision is in the right direction.
28:35 - It will be interesting.
28:37 I think this will be our first time in Thema and Takrade.
28:40 Thema is developing very fast.
28:42 So that is the place to be.

31:11 I'm joined today with me, Pius Kujubaka.
31:12 The Bank of Ghana has vowed to strictly enforce
31:13 the zero financing of government
31:14 as any breach could affect the country's program
31:15 with the International Monetary Fund.
31:16 The Central Bank at the beginning of this year
31:17 commenced the policy as part of the IMF program.
31:18 However, based on the liquidity challenges
31:19 facing the government,
31:20 there are fears that the Central Bank
31:21 could go back to this program
31:22 and continue to be a burden on the country.
31:23 The IMF has also announced
31:24 that the IMF will be closed
31:25 for the next three years.

32:55 the alliance and its partners
32:56 have planted over 500,000 share trees
32:58 across West Africa
33:00 to help recover trees lost last year.

33:04 of the shared tree
33:05 is a cost for Ory basically.
33:08 Mr. Edu raised these concerns
33:10 at a stakeholders forum
33:11 organized internally
33:12 by the Global Share Alliance
33:14 in action for share plant plans.
33:17 - Under the project,
33:19 about 10 million trees
33:20 are expected to be planted
33:22 in the next 10 years
33:23 in West Africa
33:24 and 20,000 in Ghana.
33:26 Share plant is considered
33:28 an important tree
33:29 in Northern Ghana
33:31 because of its economic value.
33:34 It is estimated
33:35 to provide about 600,000 jobs
33:38 for women in the sector,
33:40 also a foreign income earner.
33:43 But Mr. Edu said
33:44 the tree is continuously being cut down.
33:48 - We are holding this forum today
33:51 to bring together all stakeholders
33:53 in the sharing project
33:55 to talk about the issue
33:57 of the declining tree population.
34:02 We see that the shared tree population
34:04 continuously is on the decline.
34:07 And so through this engagement,
34:09 we are raising awareness
34:10 and then we are designing,
34:12 starting a group consultation
34:14 to be able to find solutions
34:15 to the declining shared tree population.
34:17 So far, we've been able to plant
34:19 across West Africa
34:21 a little above 500,000 shared trees
34:25 across West Africa,
34:27 not only in Ghana.
34:28 And I was told,
34:29 if I'm not mistaken,
34:30 about 200 hectares of land already.
34:34 The momentum is now being gathered
34:39 a lot of private sector,
34:42 donors, governments,
34:44 and stakeholders
34:45 are now responding.
34:47 And so this activity is
34:50 what helps us to maintain that momentum
34:54 so that the interest people have
34:56 in restoring the park
34:58 keeps going instead of being stopped on the way.
35:02 - The director for West Africa Center
35:05 for Share Innovation and Research
35:07 at the UDS,
35:08 Professor Aboukaria Lahassan,
35:10 on his part,
35:11 called for the use of alternative trees
35:14 as full wood instead of shared.
35:17 - Now, what we need to do
35:19 is to make sure that we protect the shared tree
35:22 so that we'll be able to cultivate
35:26 and to achieve the full benefits of the shared tree.
35:30 Now, in the presentation,
35:32 I was talking about
35:33 looking at alternative species of trees
35:36 that will replace the shared tree
35:38 as firewood, charcoal.
35:40 Usually, we are giving the shared tree
35:42 so that it's quality
35:43 because of its high quality value.
35:46 So the need for us to look out
35:49 for alternative species of trees
35:51 is very important.
35:52 For example, trees like this acacia
35:55 that I mentioned.
35:56 They are trees that are fast-growing
35:58 and trees that can easily be cultivated.
36:01 And then the need for us to take
36:03 very, very vigorous public campaign activity
36:08 to change people's behavior
36:10 and also actually convince people
36:13 to adopt these alternative trees
36:15 as the resources of the park.
36:18 Some presentations were made on the topics,
36:21 the economic and environmental value of shared trees,
36:25 their need for raising shared seedlings
36:28 and planting new shared trees,
36:30 bylaws to protect shared trees
36:32 and parkland, among others.

36:55 and Ghana's Minister of Youth and Sports,
36:57 Mustafa Yousif, has revealed that
37:00 the competition is expected to boost
37:02 the country's economy.
37:03 According to him, the number of countries
37:07 that are expected to join Ghana for the championship
37:10 expected to start on March 8th, 2024,
37:13 means that everyone coming to the country
37:16 is expected to spend Ghana City
37:18 and this will boost the currency.
37:21 - It's not just the $145 million.
37:26 What I said was that the $145 million
37:30 was for the provision of those facilities
37:32 that we are developing,
37:33 but the University of Ghana too have their contract,
37:35 which is about, so in all, it's about $195 million
37:38 for the facilities, the game village and everything.
37:41 But I could not give the actual figure
37:43 about what is going to be the actual cost of the games.
37:47 Until the games is completed,
37:49 then we can come to the public
37:50 and inform the public how much was spent.
37:53 But you should understand that
37:55 some of these games, for example,
37:57 in the Commonwealth Games,
37:58 the British government disclosed
38:01 that they spent almost a billion pounds
38:03 in organizing the Commonwealth Games.
38:05 Ghana is not going to spend that much money,
38:07 but we should know that it's a very expensive venture
38:10 and we are fully committed resources to raise.
38:12 And the country stand to also benefit enormously
38:16 from organizing the games
38:17 because we are going to drive traffic to Ghana
38:20 and it will boost our tourism.
38:22 We are going to have over 2.5 million TV and online viewers,
38:26 which is also good for our country.
38:28 We are going to have all the 55 nations
38:30 that are going to participate in the tournament
38:33 using our local banks to transfer the money
38:36 for the athletes and their teams.
38:38 And it's going to boost the currency
38:40 because they are all going to be using US dollars
38:43 to transfer money,
38:44 which is going to boost the currency.
38:46 Aside that, we are going to have foreign direct investment
38:49 because we intend to make sure that we get partners
38:52 to develop hostel facilities and hotel facilities
38:55 around the facilities at Batma.
38:57 This is also going to be good for us.
38:59 Aside that, you know better than I do
39:02 that our various federations,
39:03 whether swimming, whether basketball,
39:06 whether athletics, whether cycling, whether fencing,
39:09 we always organize continental championships,
39:12 national championships, and global championships.
39:14 Now we have an opportunity with this facility,
39:17 the Aquatic Center,
39:18 to organize the World Championship of Swimming.
39:21 We have an opportunity to do the World Championship for Basketball
39:25 because we have huge facilities now.
39:27 And once we do that, beyond the games,
39:29 we will be raking in revenue for the states.
39:32 We will still be then given an opportunity
39:34 to develop more talent
39:35 because there will be facilities to be trained
39:37 so that when they represent us in international competition,
39:40 whether continental or global showpiece,
39:42 they will bring home glory to our nation.
39:45 So, and it's also a huge opportunity for Ghanaians to get engaged.
39:50 We are going to engage a lot of volunteers.
39:52 People have started working because of the construction ongoing.
39:55 The contractors, over 2,000 people have already engaged,
39:59 working in various sites, in other sites.
40:02 As I said, beyond the games,
40:03 people are still going to be working there,
40:05 and it's going to create job opportunities
40:07 for the achieving youth of our country.
